The Authority is seeking a highly motivated Program Manager, GI Const DCCR.The Program Manager, GI Const. DCCR is responsible for assisting in the construction phase of the Green Infrastructure demonstration project and DC Water's Green Infrastructure (GI) initiative for the Potomac and Rock Creek watershed (a part of the $2.6B Clean River Project). Responsible for overseeing GI construction projects totaling approximately $40 million.Responsibilities include assisting with construction management for a project with construction activity in multiple locations using the design-build or design-bid-build project delivery method. This work consists of construction oversight of green infrastructure demonstration projects. The work is carried out with a minimal DC Water engineering staff and substantial program management services provided by consultant engineering firms.ESSENTIAL FUNCTIONS:* Administers consultant agreements on projects related to the Green Infrastructure demonstration project.* Assists the Construction Manager, Assistant Program Director and other staff on the DC Clean Rivers project with construction related efforts on the Green Infrastructure demonstration project.* Assists in reviewing risk mitigation strategies for all Green Infrastructure projects, with emphasis on bringing projects online, on time, and within budget.* Reviews and assists in the oversight of QA/QC procedures developed by the program consultants for the implementation of green infrastructure projects. * Prepares and reviews project schedules and budgets, and reviews and recommends payment of invoices.* Reviews project change orders and cost estimates, and identifies technical problems that arise during design and construction and recommends action to correct problems.* Reviews construction sequencing and safety plans submitted by contractors and identifies potential risks and impacts to project schedule.* Provides interface between the DC Clean River project team and other DC Departments, agencies and stakeholder groups.* Manages engineering data and data related to current green infrastructure practices as it relates to the DC Clean Rivers Project.* Performs site visits to document project progression and conformance to design documents.* Reviews documents submitted by consultant engineering firms for quality control and compliance with requirements for green infrastructure projects delivered using design-build or design-bid-build delivery methods.* Monitors the program consultants' efforts to identify and mitigate potential sources of project delay during the construction phase.* Complies with applicable safety rules and regulations.* Performs other duties and projects as assigned at the discretion of the Assistant Director, DCCR. MINIMUM QUALIFICATIONS:* Bachelor's degree in Civil Engineering, Construction Management, or related filed from an accredited college or university and seven (7) years of progressive engineering experience in construction of infrastructure such as water and wastewater facilities, conveyance systems, transportation facilities such as highways and streets and storm water and green infrastructure facilities. A minimum of two (2) years of experience should have been spent in implementing storm water or green infrastructure projects. Water and sewer design and construction experience is desirable. OTHER REQUIREMENTS:* Expert current knowledge of green infrastructure engineering construction principles.* Proficiency using a personal computer to include a current knowledge of professional engineering software is required.* Excellent verbal and written communication skills are required.* Well-developed management skills including effective delegation of work and performance management is required.* Exceptional attention to detail is required.* General office conditions and significant time in an outdoor environment on construction sites.We are proud to be an EEO/AA employer M/F/D/V.
