provides technical assistance professional development research and evaluation to improve education and human service systems address needs of English learners and students with disabilities and improve learning for all students Position Description WestEd a leader in providing comprehensive services to schools districts and states on general and special education issues seeks a Program Associate II to join its team of technical assistance providers At least of this full time position will be devoted to work within WestEda s Center for IDEA Fiscal Reporting CIFR Funded by the US Office of Special Education Programs OSEP the purpose of CIFR is to provide technical assistance to State Education Agencies SEAs addressing special education fiscal data collection and reporting requirements The other of this position will be devoted to supporting other district and state fiscal TA projects based on the experiences of the person selected for the role and project needs We are seeking a highly motivated customer and service oriented professional with developing knowledge and or experience supporting state and or local entities in meeting federal education fiscal requirements especially Individuals with Disabilities Education Act IDEA fiscal requirements eg local education agency maintenance of effort The ideal candidate will have knowledge of IDEA fiscal and data collection and reporting requirements and demonstrate experience in special education fiscal issues This position will include a combination of one or more of the following activities provision of technical assistance on IDEA fiscal issues to state and or local agencies across the US development of specialized IDEA fiscal reporting tools research on special education fiscal issues This position will be based in one of WestEda s offices or from a home office Location is negotiable Travel averaging a trips a month of days in duration is expected for this position Most work is done in a virtual environment across time zones Note that we encourage interested candidates with high interest relevant background and significant leadership experience in technical assistance provision and or IDEA fiscal content to explore our posted Senior Program Associate position Applying for either job will not preclude consideration for each Responsibilities Center for IDEA Fiscal Reporting CIFR Provide technical assistance and consultation with coaching from senior staff that results in enhanced capacity and performance of State Education Agencies SEAs in meeting the IDEA fiscal requirements Serve as a assistant facilitator of regional and state alike practice communities comprised of SEA staff with fiscal expertise enhance the development of knowledge on IDEA fiscal issues facing states contribute to the development and dissemination of fiscal data collection tools and templates provide direct technical assistance to states in virtual and on site settings with coaching and mentorship from senior staff Additional Responsibilities Support technical assistance activities of other local state and national education projects based on project needs aligned with areas of expertise Support resource development activities for new projects Qualifications Specific Areas of Expertise We are seeking individuals with a broad range of knowledge skills and contextual awareness of education fiscal requirements with specific knowledge of IDEA fiscal requirements While it is unlikely that any one individual will demonstrate expertise in all areas we are interested in applicants who have a combination of experience and skills in the following areas a Responsibilities for implementing special education fiscal requirements a Knowledge of IDEA fiscal requirements in general and or experience with utilizing state and local systems to collect and report IDEA fiscal data specifically a Familiarity knowledge and or experience with other federal fiscal requirements eg Uniform Guidance Single Audits ESEA Perkins Act a Federal special education data reporting requirements eg data reporting or overseeing reporting of EDFacts special education fiscal data or the State Performance Plan and Annual Performance Report SPP APR a Research and program evaluation of special education programs a Special education federal and state compliance monitoring and general supervision a Grant writing and proposal development a Highly developed written and oral communication skills a Ability to work independently as well as function as part of a dynamic sophisticated and passionate team aA minimum of years of related education and or experience utilizing knowledge of education and special education fiscal issues at the federal state or local level a Masters or higher preferred in education administration public administration special education organizational leadership or related field a Must be authorized to work in the USA visa sponsorship not available
