Reporting to the Director of Contracts, the Contracts Administrator has responsibility for managing prime contract and subcontract activities across all business groups within MTEQ ensuring the organizationa€ (TM) s compliance with contracting policies and procedures. The Contracts Administrator coordinates activities involved in the administration of contracts, and subcontracts in accordance with Federal Regulations, Uniform Commercial Code (UCC), CPSR, company policy and procedure, and appropriate standard business practices. ESSENTIAL JOB FUNCTIONS AND ESSENTIAL JOB DUTIES:Contracts and SubcontractsFull contract life cycle from a€œcradle to gravea€ Process prime contracts, task orders and modifications, and issue appropriate subcontract agreements and POa€ (TM) s in accordance with the prime contract and MTEQa€ (TM) s proposal.Ensures compliance with contractual terms and conditions, flow down requirements, and that contracts are in accordance with legal requirements, customer specifications, and government regulationsManages contract and subcontract closeouts, prepare closeout documentation, and coordinate the submission of final closeout vouchers Participates in proposal activities, including reviewing all government issued RFPa€ (TM) s to ensure MTEQa€ (TM) s proposal is in compliance with government requirements, issuing RFQa€ (TM) s to subcontractors, obtaining subcontractor pricing, conducting price analysis and negotiations with subcontractors, and ensure full compliance with company and DCMA CPSR requirements/policies/ procedures.Assists in the preparation of cost/pricing proposals and business proposals in response to RFPs. Reviews proposals prior to submission to ensure contractual and technical compliance.Manages daily contract administration, and customer interactions to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements and customer specifications. Negotiates terms and conditions of all contractual agreements, including subcontract agreements, consulting service agreements, NDAa€ (TM) s, teaming agreements and other customer agreements to be consistent with the companya€ (TM) s protocols and best practices. Assists in the preparation and maintenance of various reports and tracking mechanisms for both internal and external distribution. Specifically Contractor Manpower Reporting, FFATA and others as assigned.Operates effectively in a team environment collaborating and coordinating within Contracts and across the entire MTEQ organization.Ability to negotiate full range of subcontract types and participate in the selection of subcontractors.Reads and interprets solicitations, contracts and modifications. Responsible for the input of contract awards, modifications, subcontract agreements, POa€ (TM) s and modifications into the company financial system, JAMIS. REQUIREMENTS:BA/BS degree from an accredited college/university4-8 yearsa€ (TM) experience directly overseeing Federal government prime contracts and subcontracts Knowledge of federal government relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFARS, Service Contract Act (SCA), CPSR and other agency regulations required.Proven ability to adapt and manage effectively in a fast paced challenging environment and manage multiple, and oftentimes competing prioritiesDemonstrated ability to create and maintain strong business relationshipsProven experience and knowledge of all contract types, particularly CPFFStrong working experience and knowledge of CPSR and all CPSR requirements is required for this position.Working experience and knowledge of JAMISAbility to work well as part of a team and follow directions. Ability to work independently and with minimum supervision under a system of discipline and accountabilityAbility to effectively present information and respond to questions from groups of managers, clients, customers, and the general publicFluent in speaking, reading and writing the English languageWhile a security clearance is not required, it is preferred.
