DoDEA is a major Department of Defense (DoD) Field Activity with worldwide scope. DoDEA plans, directs, coordinates, and manages the education programs for DoD dependents. DoDEA consists of three regions, DoDEA Americas, DoDEA Europe, and DoDEA Pacific and a total of eight school districts located overseas and in the U.S. and its territories. DoDEA provides education to eligible DoD military and civilian dependents from prekindergarten through grade 12.

- The incumbent is required to travel by military and commercial modes of transportation to a variety of overseas and domestic locations for meetings and conferences. Exposure to a variety of conditions typical of the country visit is normal, to include the threat of terrorism.

This position has a Basic Requirement for the 1730 series:
A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least one course was in research methods and at least two courses were in statistics.
B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, including at least one course in research methods and two courses in statistics, plus appropriate experience or additional education. The experience must have demonstrated (1) a thorough knowledge of the principles underlying the work of this series, and (2) understanding, both theoretical and practical, of the methods and techniques applied in performing work in this series.

- Above school level experience is required for this position. Above school level is defined as experience at a district or state education agency, at a profit/non-profit, or in a university/academic setting conducting multi-site educational research.

You must have one year Specialized Experience equivalent to the GS-12 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.
Specialized experience required for this position is:
- Hands on experience planning and performing statistical analyses of large educational data sets using statistical computer software programs.
- Mastery knowledge of K-12 school systems and standards-based educational programs.
- Comprehensive knowledge of research methodology, both quantitative and qualitative, and experience in incorporating various methodologies into evaluations.
- Experience conducting education research to identify problems, assess the adequacy of existing programs, and recommend changes.
Specifically you will be evaluated on the following competencies:
1. Ability to collect, analyze, and interpret quantitative and qualitative data.
2. Ability to evaluate system-wide projects, programs and policies.
3. Ability to communicate effectively orally and in writing to diverse audiences.
Time-in-Grade Requirements: Federal employees must meet time-in-grade requirements for merit promotion consideration. Time-in-grade is the 52-week requirement Federal employees in competitive service, General Schedule (GS) positions at GS-5 and above must serve before they are eligible for promotion (advancement) to the next grade level.
