Serves as a senior level analyst in the administration of Employee Relations programs. The Employee Relations Division collaborates with agency HR staff, senior leaders, and the Department of Human Resources staff to serve a workforce of more than 12,000 merit positions. Key division responsibilities include providing consultative services; administering and interpreting relevant policy and regulations; administering the performance management and grievance systems; providing training, development and communication support; facilitating regulatory compliance; and increasing employee engagement.

Working as a senior level analyst within the Employee Relations team, essential duties of the selected incumbent include:

  • Serves as a business partner/consultant to employees, supervisors, agency HR managers and managers on matters pertaining to employee relations and performance management;
  • Identifies problems and facilitates solutions designed to address an array of employee relations issues;
  • Drafts, reviews, and edits a variety of employee relations documents and correspondence;
  • Supports efficient and effective operations of automated and human systems under the purview of the division;
  • Serves as a team member and/or team lead on program studies and project implementations;
  • Develops and proposes revisions to county personnel regulations and procedural memoranda;
  • Provides training design and delivery on relevant subject matter;
  • Maintains current knowledge regarding a range of federal, state, and local human resources legislation.
Employment Standards MINIMUM QUALIFICATIONS:Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in personnel administration, public administration or a related field, plus four years of professional-level human resources experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • A directly related graduate degree (e.g., human resources management, human resources development, public administration, sociology, psychology, or business administration) ;
  • A nationally-recognized human resources professional certification (Senior Professional in Human Resources {SPHR} or similar);
  • 5+ years of successful experience as an HR consultant or business partner in a related functional area;
  • Political savvy and a "service first" philosophy;
  • Outstanding relationship management skills and productive emotional intelligence attributes;
  • A history of achieving results effectively when operating in a collaborative, team-based environment;
  • An outcome-orientation/results focus;
  • 5+ years of employee-management relations experience, notably in an environment with a formalized discipline/grievance process;
  • 5+ years of employee-management relations experience working with staff across an array of occupational groups;
  • 5+ years of experience achieving results in an organization of similar size, scope and scale;
  • Effective written and oral communication skills;
  • Proficiency in the use of office technologies, such as Microsoft Office suite of products;
  • Experience designing and conducting training and development programs.
