Program Officer, Cancer Care Coordination

Our client, the Association of Community Cancer Centers (ACCC) promotes the entire continuum of quality cancer care for our patients and our communities. We are seeking a Program Officer, Cancer Care Coordination to join our Rockville office.
The Program Officer will provide project leadership for a foundation project that focuses on developing a care coordination pathway for Medicaid patients with lung cancer. This will involve oversight and management of a set of cross-functional sub-teams of staff and consultants in the delivery all assigned project components. The Program Officer will be responsible for setting and managing expectations, highlighting and resolving issues, ensuring regular communications and managing internal and external activities to achieve project goals and objectives. The Program Officer reports to the Chief Learning Officer.
S/he will manage all aspects of integrated education initiatives that consist of a complex set of interconnected components requiring project planning, budgeting, funder reports, and administration. Serve as the primary point-of-contact for ACCC members, project consultants, and staff for all project-related work. Serve as the primary liaison with external organizations providing technical assistance on the policy, sustainability, and clinical research elements of assigned projects. Demonstrate strong interpersonal relationship management skills and ability to handle complex situations. Identify and drive project and resource priorities that align with the objectives that identify ways to accelerate project execution where possible while maintaining high quality standards. Promote collaboration across internal functional areas to achieve project goals. Actively collaborate with external stakeholders, including patient advocacy organizations, policy experts, government agencies, health system leadership, cancer program administrators and staff, and others to advance the objectives of assigned projects and the ACCC membership. Maintain a detailed knowledge and understanding of all assigned projects to be able to quickly consult with internal and external stakeholders on issues and/or problems. Coordinate and facilitate regular meetings with consultants, member programs, and expert project advisers contributing to assigned projects. Coordinate and facilitate multi-day site visits with cancer programs to collect relevant project data. Represent the ACCC and assigned projects at internal and external meetings, including those with project funders and expert advisers.
The ideal candidate must have experience in oncology nursing and/or oncology management services or related experience, and strong understanding of health systems transformation activities and population health. Minimum of 5 years experience in oncology nursing and/or oncology management services or related experience. Strong understanding of health systems transformation activities and population health. Program management experience, preferably in a membership organization or healthcare setting. Proven organizational skills and the ability to manage multiple projects and tasks simultaneously. Superior analytical abilities; ability to draw insight from project findings. Proven ability to provide valuable insights and logical explanations when faced with difficult questions. Ability to communicate effectively at all levels, and articulate all relevant perspectives. Proven written and verbal communication skills. Ability to work independently with minimal or no supervision. Strong customer service focus. Ability to establish and maintain effective working relationships. Ability to work overtime as needed and travel up to 10%.
Preferred Qualifications: OCN highly preferred. Master’s degree in public health, health care administration, nursing, or health policy. Patient navigation experience/certification. A track record of leading multidisciplinary teams delivering complex quality improvement efforts, including both assessment and implementation. Background in healthcare consulting with specific expertise in oncology and/or healthcare quality improvement.

In 2016 the Association of Community Cancer Centers (ACCC) launched an initiative to develop an optimal care coordination model to serve Medicaid patients with lung cancer. Through a collaborative approach, the project will focus on building effective partnerships among community organizations, patients, and primary and specialty providers with the goal of providing stakeholders a scalable plan for outreach and treatment that is replicable and sustainable across cancer programs.
ACCC will develop the Optimal Care Coordination Model to engage ACCC member cancer programs and practices, community health centers, patient advocacy organizations, health system leadership, payers and policymakers, to strengthen lung cancer systems of care and improve outcomes for Medicaid patients by expanding access to and use of care.
