Overview: The Universal Service Administrative Company (USAC), a dynamic and growing not-for-profit corporation, seeks an accomplished, highly experienced and strategic leader to serve as its Director of Financial Planning and Analysis. The Director of Financial Planning and Analysis will support the CFO in strengthening the organization's financial operations in support of USAC's mission to help ensure access to affordable telecommunications for communities across the country. As a member of the CFO's senior leadership team and a direct report, you will be a trusted partner to other senior leaders and the Board of Directors and serve a critical role in maintaining USAC's relationship with the Federal Communications Commission (FCC). Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs. The FCC is reforming the USF to support further investment in and access to evolving broadband infrastructure, making the programs the primary national vehicle to support this critical national priority. USAC, as the administrator of the USF, will play a critical role in supporting the ambitious vision to connect 34 million new people in the United States to high-speed broadband. Over the last six years, the organization has grown from around 250 employees to over 500. In the last two years, USAC has launched a cultural and operational transformation so that it may better support the achievement of the USF program goals. The ideal candidate will be an effective leader, natural collaborator, and gifted manager with a strategic mindset and keen financial acumen who can effectively advise USAC leadership and thrive in a dynamic environment. Reporting to the CFO, the Controller will be responsible for oversight of all finance, accounting, cash management, and reporting within the Finance department. They will create and provide information, primarily financial in nature, about all company activities that will assist leadership, the Board of directors and the FCC in making educated economic decisions about USAC's future as well as providing any required regulatory or management reports. As one of four senior leaders reporting to the CFO, the Controller will be involved in supporting presentations to the board and will work closely with the senior leadership team. They will also be responsible for a staff of up to 20 employees with 4 of them being direct reports. Responsibilities:This is an extraordinary opportunity for a leader with six plus years of accounting and finance experience, with a strong background in accounting and audit. Someone who is proficient in gathering, evaluating, presenting and reporting financial information to executive teams and stakeholders. We are seeking a leader with the experience, knowledge and aptitude to not only lead the function's existing responsibilities, but to also help evolve the function into one that drives increasingly more value to the organization. Responsibilities:Overseeing all activities of the USAC and USF Accounting Department for the accurate and timely dissemination and payment of financial management reports including, but not limited to, internal and external monthly financial statements, annual audits, ad hoc reporting as well as required reporting to the FCCManage the receivable process for the USF to ensure compliance with the Debt Improvement Collection ActManage the preparation of board papers and review to ensure accuracy and that the schedules are coordinated and consistent prior to management's review and the related analysisResponsible for cash and treasury functions. Oversees USAC's banking and investment relationshipsResponsible for USAC's financial audit coordination & preparation with regards to external, internal, FCC audits and GAO auditsEnsure corporate tax compliance to assure the accurate and timely completion of all corporate tax returns taking full advantage of all favorable tax codesEstablish and maintain systems and controls, which verify the integrity of all systems, processes and data, and enhance the Company's valueParticipate in a wide variety of special projects and compile a variety of special reportsPerforms other duties as assigned Requirements: 6 - 8 years' experience creating and interpreting complex financial accounting data6 - 8 years interaction with external auditors, and members of executive managementSignificant experience with computerized accounting and financial reporting systems.
