Manager of Financial Planning and Analysis
Overview:Despite pervasive connectivity in most urban areas in the United States, as of January 2015 the FCC estimated that nearly 55 million Americans across the country had no access to broadband services. USAC administers the $10 billion Universal Service Fund, which the FCC created to address serious gaps in needed coverage. We deliver funds through four programs (E-rate, Lifeline, Rural Healthcare and High Cost), to people and places who need it most - rural, hard-to-reach communities, low income households and schools and libraries who need access to facilitate learning. The Manager of FP&A reports to the Director of FP&A and will have ownership of financial planning and analysis and be responsible for the creation and maintenance of financial models, forecasts, reports and Key Performance Indicators (KPIs). This position will play a role in assessing operational and investment decisions and success criteria. The Manager of FP&A is accountable for providing sound financial analysis to support development of the company's overall business strategy, developing insightful information from the company's internal accounting and financial reports, delivering executive level presentations, and synthesizing and articulating key findings for executive, operations and program management audiences.Responsibilities:Creating and managing all necessary models/systems for the development of the annual business plan and rolling comprehensive financial forecastsConducting the operating planning process, incorporating sensitivity and risk analysisProviding leadership in the creation, implementation and communication of financial information to the organization and programs to ensure easy access to most relevant informationParticipating in monthly and quarterly business reviews to analyze results and key informationWorking with operating managers to define Key Performance Indicators used to measure overall operational performanceGuiding and advising managers on actual versus budget expense managementManaging the KPI forecasting models, serving as the front end of the business forecasting processDeveloping financial models to support strategic initiativesAnalyzing complex financial information and reports to provide accurate and timely financial recommendations to managementAbout You:You have a Bachelor's Degree in Accounting, Finance or Economics required, MBA or higher degree a plusYou have 5 to 7 years of experience performing duties similar to those listed aboveYou have 2 to 4 years of Corporate Financial Planning and Analysis experienceYou have 2 to 4 years' experience within a multi-tiered business at $1.0B+ revenueYou have 3 to 4 years of direct management or technical leadership experience You have experience developing and applying concepts, practices and procedures of financial planning and analysisYou have superior forecasting methods and techniques with advanced analytical and quantitative abilitiesYou have the ability to prepare, model, analyze and deliver financial information in a concise, professional and timely manner broadly across the organization (including the USAC Board)You have experience with corporate level planning, divisional and programs including forecasting balance sheet and cash flowYou have advanced proficiency in Microsoft Excel and PowerPointYou have excellent financial modeling experienceAbout USAC:The Universal Service Administrative Company is dedicated to achieving universal service.
