Responsible for the oversight and management of the company's residential mortgage operations functions of centralized compliance, processing, closing and construction loan administration. Ensures execution of strategic direction and development of end to end processes by working collaboratively with business teams from all functional areas within FMC and relevant areas of the corporation. Responsible for the accurate and efficient operation of these functions and ensuring high levels of satisfaction in the delivery of mortgage products and services; maintaining and updating existing policies and practices to ensure that the company is in compliance with all applicable state and federal regulations. Ensures quality, service, production, training and recruitment for operations areas outlined above. Serves as back-up to the Executive Vice President Director of Mortgage Operations for Fulton Mortgage Company (FMC).Essential DutiesManage the FMC processing, and closing areas, centralized compliance and construction administration through exempt staff by: ensuring that the areas are adequately staffed with properly trained personnel; effective personnel management practices; high quality training to ensure staff knowledge and regulatory compliance; leading and coaching managers in best practices utilizing industry knowledge; guiding managers in coaching and overall management of their teams; and creating an atmosphere that promotes and supports FFC culture concepts.Oversee the functional areas of centralized compliance, processing and closing described above by: efficiently managing resources and achieving expense management objectives in accordance with corporate approved budget; oversight of the development of policies and procedures to provide high levels of quality, risk management and regulatory compliance and maintain consistency among centers across FMC; ensuring that fraud detection is an integral part of functional areas.Direct the ongoing course of activities for the areas of responsibility outlined above. Focus on straight through processing with management team to develop efficiencies, lower costs and maximize profitability and improve quality. Manage toward a goal of yielding significant productivity improvements. Distributes and manages resources strategically for maximum productivity; quality and service impact while identifying opportunities. Review closing and processing issues identified in quality control reports; identify related issues and implement appropriate solutions and controls to mitigate and manage risks identified. Oversee the functional area of residential construction loan administration including approval of builder qualifications; ensuring appropriate review and analysis of construction loans and timely closings; identifying and mitigating risks and developing resolutions associated with construction lending including disbursements; builder/owner issues; overall management of the process, and modifications to permanent loans. Ensure regulatory compliance in all related aspects of mortgage lending related to managed functions. Cooperates with, participates in, and supports the adherence to all internal policies, procedures, and practices in support of risk management and overall safety and soundness of the Affiliate Banks' compliance with all regulatory requirements, eg Community Reinvestment Act (CRA), Equal Opportunity Act, RESPA, Fair Lending, Regulation Z, Know Before You Owe, HOEPA, HPML, HMDA, etc; insures that the group and all personnel adhere to the same. Coordinating with Legal Counsel and Corporate Compliance to ensure compliance with all applicable and law and regulations and related issues. Perform risk analysis and assessments and ensure appropriate controls and monitoring for centralized compliance, processing and closing. Develop and implement controls and mitigants to minimize risks identified. Motivate team to achieve results, with constant focus on quality execution and performance. Develop appropriate metrics and meet or exceed service level agreements and ensure high quality customer service delivery to all constituents - internal customers, and external referral sources such as realtors, attorneys, builders, title companies and other centers of influence. Manage special projects regarding functional areas of responsibilities as identified and requested by management.
