The Kuwait Air Force (KAF) Material Management Command (MMC) Supervisor will provide full-time management of the KAF MMC and Inventory Control Location (ICL) operations and support functions as required for the Main Material Management Command (MMMC) in support of the Kuwait Ministry of Defense (KMOD). The KAF MMC/ICL supervisor will ensure thorough implementation of new enterprise asset management software, leveraging existing data management systems while establishing standardized operating procedures and processes that provide users the ability to track material in transportation, inventory, and repair. The supervisor will manage all current KAF operating sites. This position will provide examination and management of user needs and performs research and functional analysis on a variety of supply chain management projects at the technical-expert level and will serve as the KAF MMC/ICL technical team task lead; will also perform additional duties as assigned. Duties include but are not limited to: managing FMS case supply chain management issues for the Kuwait Ministry of Defense; perform overall management of OCONUS KAF MMC/ICL operations to include the supervision of all assigned employees; manage the tracking of all outbound/inbound shipments to/from FMS client countries. The KMOD KAF MMC Supervisor will be a member of the GDIT FMS Supply Chain Management (SCM) team reporting directly to the KMOD MMMC Manager and administratively to the Office of Military Cooperation-Kuwait (OMC-K) providing transportation and supply support to the KMOD Director of Logistics, Supplies and Base/Operational Commanders and associated KMOD program offices. Provide coordination and liaison with the MMMC, OMC-K and KMOD Logistics Office concerning program related issues. This position will provide assistance with SCM oversight to all USG contracts and contractors providing support services to the Kuwait Armed Forces. Provide oversight of program objectives and milestones under the supervision of the KMOD Program Manager; provide bi-weekly progress report inputs to the KMOD MMMC Manager. PRINCIPAL DUTIES/RESPONSIBILITIES: 1. Coordinates with high ranking FMS Country Representatives (KMOD), USG representatives, Original Equipment Manufacturers, and Contractor Support Services, providing planning and recommendations as needed to fulfill KMOD MMC program requirements; 2. Maintains and operates the MMC as a receiving and distribution points for the KAF as well as the supporting inventory control locations (ICLs), manage the delivery of material into the inventory control system and provide inventory management support to various warehousing points. 3. Utilizes the following systems to ensure the proper operation and functioning of the KAF MMC: The Shipment Tracking System (STS), Enhanced Freight Tracking System (EFTS) and GOLDesp. 4. Coordinates with all GDIT personnel involved with the program, both direct and indirect support, to ensure program supportability issues are met; 5. Researches, identifies, and recommends resources required for task execution and completion; 6. Attends meetings for FMS customer subscribing to the FMS SCM Team as the representative of NAVAIR's Director of Logistics for International Programs and attends FMS community wide meetings and conferences as requested, to provide technical briefings, reports, and other major documents; 7. Coordinates with Original Equipment Manufacturers (OEMs) of Significant Military Equipment and Freight Forwarders to ensure effective shipment/receipt and accountability of KMOD assets; 8. Evaluates FMS customer country's SCM/transportation procedures/concepts to determine compliance with U.S. Government export/import laws and policies and recommends alternative support procedures/concepts; 9. May serve as technical advisor to senior level client personnel in assigned subject areas, recommends functional changes, and identifies areas for further investigation; 10. May represent NAVAIR's Director of Logistics for International Programs on international transportation issues with the U.S. Customs and Border Protection Agency of the Department of Homeland Security, Department of State, Defense Security Cooperation Agency, and Navy International Programs; 11. Writes and updates project documentation including system procedures, presentations, and training materials; 12. May provide guidance and work leadership to less-experienced analysts, and may have supervisory responsibilities; 13. May perform business development activities; 14. Maintains current knowledge of relevant technologies and subject areas; 15. Participates in special projects as required Education Bachelors Degree in a related discipline, or the equivalent combination of education, professional training, or work/military experience. Qualifications 2-5 years of related experience in logistics, traffic and/or supply chain management. SKILLS AND ABILITIES: 1. Advanced knowledge of the principles, methods, and techniques involved in logistics support of weapons system platforms, with specific concentration on supply and transportation issues; 2. Demonstration of a proven record of success on support of multiple aspects of military aviation logistics; 3. Knowledge of DOD FMS management and oversight procedures is desired; 4. Proficient in MS Office and MS Project. TRAVEL: Moderate level of travel within the country of Kuwait and potential for travel to the United States. WORKING CONDITIONS: The work is typically performed in an office environment, which requires normal safety precautions. The work may require some physical effort such as: handling of light materials, boxes, or equipment; extended hours in warehouses and/or hangars; and activity around cargo aircraft/loading equipment.
