The Washington Headquarters Services (WHS), Financial Management Directorate, (FMD), Program and Budget Division (FMDP). The incumbent develops, submits and defends the Office of Secretary of Defense budget to the Office of the Undersecretary of Defense (Comptroller), the Office of Management and Budget and to Congress.
Washington Headquarters Services was established as a Department of Defense Field Activity on October 1, 1977, as part of a DoD headquarters streamlining initiative. Approximately 1,200 civilian and military employees as well as contract staff are organized into 12 directorates and offices. WHS personnel contribute to the mission of our Defense customers by managing DoD-wide programs and operations for the Pentagon Reservation and DoD leased facilities in the National Capital Region. WHS is organizationally aligned under the Director of Administration for the Office of the Deputy Chief Management Officer.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to plan and conduct complex analysis and studies to the Agency?s mission, programs, and responsibilities related to the budgetary management activities, provides technical guidance to management or high level officials on budgetary/financial management laws, policies, procedures, regulations, and directives, and develops policy.
You may not substitute education for specialized experience at this grade level.
Incumbent is certified as Financial Management Level III, or working toward this certification, as part of the DoD FM Certification Program defined in the National Defense Authorization Action (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD Financial Management Certification Level Ill is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position. Incumbent shall adhere to the guidelines and requirements of this certification program.
