Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County's Human Resources Department is seeking an experienced, customer-focused Employee Benefits Analyst to serve as a subject matter expert in the administration of the County's medical, dental, life insurance and flexible spending plans. This Analyst will perform complex and in-depth analysis of our health and welfare benefits to ensure our programs are competitive, fiscally responsible, and support our goal of recruiting and retaining top talent.

Reporting to the Health & Welfare Benefits Manager, you'll be part of a team that assists and advises 3,600 active employees and 3,000+ retirees and their families on a full range of benefit inquiries. Primary duties include:
  • Providing employees and retirees with high-touch customer service to enhance understanding of and to fully utilize their benefits;
  • Conducting in-depth analysis of benefit plan data including cost/benefit analysis to identify spending and enrollment trends, and to make recommendations on plan design and premium changes;
  • Conducting monthly financial analysis and making projections of health insurance budget (approximately $54 million annually) for multiple self-insured and fully insured plans;
  • Reconciling payroll deductions, claims reports, and vendor invoices with General Ledger; reviewing and approving weekly vendor invoices; 
  • Analyzing and researching escalated cases from the Benefits Customer Service Team and serving as subject matter expert for medical, dental, and life insurance, and flexible spending programs, ensuring compliance with applicable state and federal regulations;
  • Presenting benefit education programs to various levels of the organization and developing creative communication materials using a variety of channels to enhance understanding of the County's benefits package; planning, coordinating and implementing annual Open Enrollment events and help sessions;
  • Maintaining employee records and benefit data in the Oracle HRIS and vendor web-based systems and generating interface files from HRIS system; 
  • Auditing benefit plan enrollment data with member eligibility and accuracy of premium deductions, leading the biweekly review of benefits payroll deductions and coordinating with HR technology team and benefits staff to troubleshoot and resolve HRIS record issues and deduction errors; and 
  • Preparing financial and demographic census data for GASB/OPEB analysis.

 Selection Criteria: Minimum:  At a minimum, the individual will have a combination of education and experience equivalent to a Bachelor's degree in Human Resources Management or a related field plus progressively responsible practical employee benefits experience.

Substitution:  Additional professional level employee benefits experience may substitute for the education requirement on a year-for-year basis.  A graduate degree in Human Resources, Public Administration or closely related field may be substituted for one year of work experience. 
 
Key areas of consideration:
  • Knowledge and experience with benefit plan design and compliance reporting;
  • Considerable experience in extracting, transforming, analyzing, auditing, and reporting benefits data including financial, enrollment, and utilization data;
  • Strong analytical and critical thinking skills with a focus on practical, creative solutions to customer-service and plan administration challenges;
  • Excellent interpersonal skills, customer service delivery, and written/verbal communication skills;
  • Strong knowledge and understanding of employment and employee benefit laws and regulations that impact administration of benefit plans; 
  • Experience using a complex HRIS database and a strong aptitude for working with a variety of systems, including web-based tools and vendor web-sites; and
  • Advanced proficiency with Microsoft Excel, Word, and PowerPoint.

Desired Qualifications:  Preference may be given to candidates with one or more of the following:
  • Experience using Oracle, PeopleSoft, SAP or other HRIS systems for benefits administration, record maintenance and report generation;
  • Related Master's degree and/or SPHR, CEBS, CBP coursework/certifications; and/or
  • Knowledge and experience with basic financial and budgeting concepts, objectives, and requirements. 

 Special Requirements: Applicants selected for an interview will be required to take an Excel test. 
 Additional Information: Work hours: normal business hours are Monday-Friday between the hours of 8:00 am to 5:00 pm.  Occasional work outside normal hours may be required to conduct Open Enrollment meetings or for other special events.

This position offers the opportunity to work between 30 - 40 hours per week depending on the applicant preferred work schedule. This position is part of a broad band, competency-based pay program.  Entry salary within the pay band is based on a review of qualifications and experience.  Pay potential will be based on performance and employee development.
