Graduation from an accredited college or university with a Bachelor’s Degree in Finance, Accounting, Economics, Business Administration or a related field. A minimum of seven (7) years of progressively responsible and diversified experience in financial management, economic and/or revenue forecasting, budget, financial analysis or public administration.
Or, an equivalent combination of post-high school education and thirteen (13) years of progressively responsible and diversified experience in financial management, budget, economic and/or revenue forecasting, financial analysis or public administration.
Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accomodations.
This is a highly responsible, financial management position that serves as Metro’s fiscal advisor responsible for the creation and management of Metro’s financial plans and revenue forecasts that support and influence the development and management of annual budget and multi-year plans for capital and operating programs. Incumbent originates, coordinates and implements financial policies and procedures and has extensive latitude for independent judgment and action. Incumbent plans, directs, coordinates and evaluates the development and presentation of financial and revenue information to the Managing Director, Chief Financial Officer (CFO), General Manager, Board Finance and Administration Committee, Board of Directors and local jurisdictions.
Incumbent will provide guidance to junior level staff members in one or more areas of the Authority’s financial management. Incumbent will be involved in all aspects of planning, reporting, organizing, leading , and coordinating personnel and activities which includes: budget development and execution, financial reporting, management and analysis; jurisdictions allocations, grants management, and revenue management.
Provides guidance and support to junior level staff members in the assigned branch.
Leads and coordinates the development and evaluation of revenue and ridership forecasts and economic analysis in support of budget development for review by the CEO and approval by the Board.
Monitors agency sources and uses of funds, local and national economic trends, and supports management of funding agreements and requests. Develops financial plans for operating and capital programs to inform near and long term decisions and strategies for the management of the enterprise.
Prepares near and long term ridership and revenue estimates. Provides analysis of ridership and revenue trends on Metrobus, Metrorail and Metroaccess. Provides expertise and critical analysis of ridership and revenue projections including development of fare forecasts and fare scenarios to support decision making.
Ensures that financial plans, revenue forecasts, budgets and programs are developed and ultimately proposed in the most economically efficient and financially sound manner with the responsibility to maintain financial integrity and uphold the public trust that WMATA’s finances are well managed.
Performs economic analysis to inform decision making at all levels of the organization and to support the development of routine and ad-hoc information requests and report development.
Develops and analyzes annual and long term CIP funding estimates and revenue projections for inclusion in the annual and long-term CIP budgets, including the assumptions and methodology used to develop such estimates. Performs ongoing reviews, analyses and evaluations of CIP funding need to effectively manage the programs’ funding and to minimize short term cash borrowing and optimize authority to issue debt in support of capital projects and programs.
Provides guidance and support internally to all WMATA executive and management staff to allow for the plans and goals of the CEO an CFO to be accomplished in a financially responsible manner, relying on best practices, peer reviews, modern and evolving business and management tools and technology.
Prepares and delivers written and verbal reports on the monthly financial performance of the Authority and translates financial and performance data into easily understood reports, publications, and presentations for internal and external use. The reports include revenue and expense results, forecasts, variances from budget, capital and operating program results as well as other programmatic financial activities (e.g., reimbursable activities, ridership trends, fare and other revenue projections and performance and items of special interest to the Board of Directors).
Leads professional finance and program staff responsible for preparation of the financial analysis and narrative necessary for creation and delivery of these reports to the Board.
Monitors, evaluates and reports on the implementation of the Authority’s Business Plan to ensure that the Plan’s objectives are being met. In cooperation with Authority offices and departments participates in establishing the Authority’s Annual Business Plan. Working with OMBS budget managers, provides assistance in incorporating the business plan in the Authority’s annual operating and capital budgets.
Leads and support staff in professional financial and statistical research and analysis required for measuring potential financial impact of Authority projects and programs. Recommends policies, procedures and plans to produce the most cost efficient decisions and develop alternatives and options for WMATA’s executive management team, the CFO, CEO and Board of Directors. This includes responsibility for preparing and giving representations on Authority programs, budgets, revenues and underlying economic factors and financial analysis to WMATA staff, the Board of Directors and interested external groups.
Works with Managing Director in conducting periodic budget reviews and analysis to assure Authority compliance with Board approved budgets and revenue forecasts. Determines budget policy within overall Authority practices in order to ensure that program schedules are consistent with related budgets and those funds are used properly.
Plans, leads, coordinates and evaluates the development, negotiation and administration of various mathematical allocation formulas used to assign subsidy to the local jurisdictions and where appropriate, the revenues and costs to each jurisdiction for operating and capital programs.
Develops supporting information and conduct analysis to support the need for budget changes, amendments, reprogramming and re-prioritization in the event of unanticipated and unplanned situations.
