This is a recruitment for individuals that will be placed in the Financial Management Career Program (FMCP).  The FMCP is a management-training program including structured education, diverse rotational assignments, and extensive on-the-job training.

Locality payment will be added to the base salary as follows: Norfolk, VA 15.06%; Pascagoula, MS 15.06%; Charleston S,C 15.06%; Pensacola, FL 15.06%; San Diego, CA 26.98%; Silverdale, WA 24.24%; Washington DC 27.10%; Arlington, VA 27.10%; Falls Church, VA 27.10%; Port Hueneme, CA 29.65%. 

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze.     Applicants must meet the following basic qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Required qualifications for Accounting positions can be found at  NOTE: You must submit a complete copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcripts (i.e. school name, course title, semester/quarter hours, and degree earned.)

    In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR possess qualifying education. Experience must demonstrate the following: 1)Providing input into developing policies and financial management program goals; 2) Identifying accounting and budgetary problems; 3) Providing advice to financial and program mangers on accounting systems and operational problems; 4) Analyzing accounting data, records and reports; and 5) Modifying accounting systems.

    OR successfully completed graduate-level education leading to a Master's degree in Accounting or 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree at an accredited college or university in a field directly related to accounting or other related disciplines appropriate to this position.

    OR A combination of education and experience which, when combined, is equivalent to 100% of the qualification requirement.  (Only graduate education and only professional experience equivalent to the GS-07 or higher is creditable.)

    This is a Financial Management Level I (at GS-09 and GS-11) and Level II (at GS-12) certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d.  This certification level must be achieved within prescribed timelines.  Certification requirements are outlined in the DoD Instruction 1300.26 available at

    Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.  Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. 

    This position has a mobility agreement. By signing the agreement, you should be available to change your duty station and residence to any location in the United States during the 26-month period of training. Failure to sign mobility agreement will result in revocation of a position offer.

    Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
