This is a recruitment for individuals that will be placed in the Financial Management Career Program (FMCP).  The FMCP is a management-training program including structured education, diverse rotational assignments, and extensive on-the-job training.


Locality payment will be added to the base salary as follows: Norfolk, VA 15.06%; San Diego, CA 26.98%; Washington DC 27.10%; Virginia Beach, VA 15.06%; Honolulu, HI 17.92%; Mechanicsburg, PA 15.63%; Arlington, VA 27.10%; Cleveland, OH 19.71%; Falls Church, VA 27.10%; Port Hueneme, CA 29.65%.

HAWAII VACANCY: Pay retention will be extended to an eligible employee who applied through a formal recruitment program and is selected for a position at an overseas location.  

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze.     ELIGIBILITY: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

    MINIMUM QUALIFICATIONS FOR GS-09: 

    Specialized Experience: One year of specialized experience equivalent to the GS-7 level in the federal service performing duties such as 1) Examining financial documentation and summary records to determine proper application of regulatory requirements, standards, or procedures; 2) Gathering financial analytics to provide management with financial information for decision making; 3) Utilizing financial systems, databases, and source documents to analyze financial issues; and 4) Assist in tracking financial information to resolve financial/pay issues.     OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: YOU MUST SUBMIT A COMPLETE COPY OF YOUR TRANSCRIPTS OR AN ITEMIZED LIST OF COLLEGE COURSES WHICH INCLUDES EQUIVALENT INFORMATION FROM THE TRANSCRIPT (i.e. school name, course title, semester/quarter hours, and grade/degree earned).
    OR Combination of Education and Experience: Applicants that possess a percentage of the required specialized experience and a percentage of the required graduate level of education such that, when the percentages of the required graduate education and specialized experience are added together, they equal 100%. (Only graduate education and only qualifying experience equivalent to the GS-7 or higher is creditable.)

    Selectee is required to sign a mobility agreement upon acceptance of position.  By signing the agreement, you should be available to change your duty station and residence to any location in the United States during the 26-month period of training. Failure to agree to mobility agreement will result in revocation of a position offer.
