The position will be filled at a GS-09 or GS-11 grade level (target GS-12).

This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, Commandant, Civil Rights Directorate (CG-00H), Office of Civil Rights Operations (CG-00H-2), Solutions and Complaints Staff (CG-00H-2S) in Washington, DC.

  • To qualify at the GS-09, applicants must possess one year of specialized experience equivalent to the GS-07 level (in the Federal sector). Specialized experience includes: Applying database tools and software to perform data analyses; evaluating requirements, analyzing alternatives, and recommending solutions regarding database support for applications; maintaining web pages; and writing reports to recommended courses of action that address the results of Information Technology (IT) application analyses.

    If using education in lieu of experience at this grade level, must meet at least one of the following:

    - Possess a master's degree or equivalent graduate degree;

    OR

    - Have completed 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

    OR

    - Possess a combination of education and experience.

    To qualify at the GS-11, applicants must possess one year of specialized experience equivalent to the GS-09 level (in the Federal sector). Specialized experience includes: Applying database tools and software to perform data analyses; evaluating requirements and analyzing alternatives regarding database support for applications; developing web pages; and writing reports to recommended courses of action that address the results of Information Technology (IT) application analyses.

    Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or Combination of education and experience.

    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    In addition, applicants must have IT-related experience demonstrating each of the four competencies listed below:

    Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
