This is a recruitment for individuals that will be placed in the Financial Management Career Program (FMCP).  The FMCP is a management-training program including structured education, diverse rotational assignments, and extensive on-the-job training.

Locality payment will be added to the base salary as follows: Corona, CA 29.65%; Jacksonville, FL 15.06%; Mechanicsburg, PA 15.63%; Newport, RI 26.73%; Norfolk, VA 15.06%; Portsmouth, VA 15.06%; San Diego, CA 26.98%; Silverdale, WA 24.24%; Suffolk, VA 15.06%; Virginia Beach, VA 15.06%; Washington DC 27.10%; Monterey, CA 38.17%; Pensacola, FL 15.06%; and Groton, CT 27.57%.

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze.     ELIGIBILITY: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

    MINIMUM QUALIFICATIONS FOR GS-07: Completion of a bachelor's degree that meets the requirements for Superior Academic Achievement through the following method (choose only one).  No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems.
    · 2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail)
    · 3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail)
    · Upper 1/3 ranking in graduating class (you must submit proof with your application)
    · National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit proof with your application)
    OR Specialized Experience: One year of specialized experience equivalent to the GS-5 level in the federal service performing duties such as applying regulations, policies, and operating instructions applicable to financial management operations; compiling data for budget estimates; and, utilizing a variety of office automation software (word processing, presentation, spreadsheet, graphics, and databases) to support financial management initiatives. NOTE: This information must be supported in your resume to be considered for the position.
    OR Education: One full academic year of graduate education (18 semester hours) in a field that provided the knowledge, skills and abilities necessary to perform successfully the duties of this position.
    OR Combination of Education and Experience: Applicants that possess a percentage of the required specialized experience and a percentage of the required graduate level of education such that, when the percentages of the required graduate education and specialized experience are added together, they equal 100%. (Only graduate education and only qualifying experience equivalent to the GS-5 or higher is creditable.) 

    This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d.   This certification level must be achieved within prescribed timelines.   Certification requirements are outlined in the DoD Instruction 1300.26 available at

    Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.  Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

    Selectee is required to sign a mobility agreement upon acceptance of position.  By signing the agreement, you should be available to change your duty station and residence to any location in the United States during the 26-month period of training.
