It is the mission of the Federal Bureau of Prisons to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens.  Ninety-five percent of federal inmates are released from prison and return to our communities. The BOP is the nation's largest correctional agency, with approximately 190,000 federal offenders housed in 122 federal prisons, 12 private prisons, and 178 community-based facilities worldwide. The Director of the Federal Bureau of Prisons (BOP) is responsible for leading over 39,000 employees in the implementation of BOP's core mission.

    YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your narrative for each MTQ must be limited to no more than TWO pages per MTQ.

    MTQ 1. Demonstrated ability to safely and securely manage a large correctional, or similarly complex, environment. Relevant experience would include responsibility for supervision, training, and programming of incarcerated inmates and staff. Experience may have been gained in a variety of disciplines and in the public or private sectors.

    MTQ 2. Demonstrated ability to address highly complex criminal justice, corrections, law enforcement, and other inmate confinement and treatment issues and programs, including advanced knowledge of the operating dynamics involved in working within a correctional institution.

    MTQ 3. Demonstrated ability to envision, plan and execute a strategic mission in a complex environment.

    MTQ 4. Demonstrated ability to plan, direct, implement and evaluate comprehensive law enforcement and regulatory programs in a correctional setting based on evidenced-based practices and a knowledge of laws, regulations and policies governing law enforcement and corrections.

    MTQ 5.  Demonstrated ability to lead and manage a large staff under difficult and constantly evolving circumstances.

    YOUR RESUME MUST CLEARLY DOCUMENT THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQ):

    ECQ1-LEADING CHANGE.This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.     ECQ 4-BUSINESS ACUMEN.This core qualification involves the ability to manage human, financial, and information resources strategically.

    ECQ5-BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

     

    REQUIREMENTS:

    • You must be a U.S. citizen to qualify for this position.
    • You must submit to a drug test and receive a negative drug test result before you can be appointed into this position.
    • You will need to successfully complete a background security investigation before you can be appointed into this position. Entrance on duty is contingent upon preliminary completion of a security clearance.
    • Veterans' preference is not applicable to the Senior Executive Service.
    • Only experience obtained by closing date of this announcement will be considered.
    • This position requires a Top Secret/SCI Clearance -- (Candidate must be able to obtain the required security clearance). 

     

    As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under theTechnical Qualifications and Executive Core Qualifications.

    To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs).
