Montgomery College has a full-time, Director III -
Deputy CIO Performance Management Services position available within the Office of Information Technology (OIT). Normal office hours are Monday - Friday, 8:30 am - 5:00 pm.


Job Summary:

The Deputy CIO Performance Management Services position provides executive leadership for IT security engineering, financial management, project and asset management, and policy and procedure development.  The incumbent will also contribute to long term and annual strategic planning within assigned areas of responsibilities, including documentation and measurement of ongoing performance against goals to strategically improve the quality of OIT efforts, protect the long-term health of the organization, promote the success of employees and students, and sustain the College mission, based on knowledge of the organization, its environment, and future trends.


Duties and responsibilities include but are not limited to:

  • Monitor and report on the functionality, capacity, and performance of technology infrastructure, applications, security, and services provided by OIT, and create performance management reports that ensure OIT leadership and the College community are consistently informed of the status of the portfolio of OIT products, services, and expenditures
  • Direct the development and management (including ongoing enhancements/modifications) of College IT security standards and IT-related College policies.
  • Provide oversight for collegewide adherence to IT security standards and IT-related College policies, including the analysis and reporting of statistics associated with the IT security program.
  • Oversee the team charged with implementation of infrastructure security controls (e.g., firewalls, intrusion detection and prevention, malware detection, security incident response).
  • Direct the activities of the OIT project management team.
  • Act as the liaison with the College finance and facilities offices.
  • Develop plans and alternative budget models for OIT operating and capital funds.
  • Provide daily management and oversight for all OIT expenditures (both operating and capital) within guidelines and priorities set by the VP/CIO.
  • Develop cost containment and savings measures and/or seek alternative funding sources.
  • Serve as a key member of the IT Leadership Team.

Required Qualifications:


  • Bachelors degree.
  • Seven years of information technology planning and operational experience in a large scale/enterprise environment, including three years of progressively responsible managerial experience at the department level, or equivalent administrative experience.
  • Experience with business and fiscal management, operating and capital budget planning, procurement, asset and contract management in large scale/enterprise organizations
  • Experience managing a large portfolio of complex technology projects in enterprise environments.
  • Human capital supervisory and leadership experience in large, diverse organizations.
  • Excellent oral and written communication.

Preferred Qualifications:

  • Higher education and/or public agency experience.
  • Advanced degree.
  • Demonstrated sensitivity to and understanding of the educational mission of the College.
  • Demonstrated entrepreneurial approach to providing IT services.
  • Experience with vendor management, negotiations, procurement, and contract management.
  • Experience working with external information technology professional and/or governmental organizations.
