Job Summary:The National Student Clearinghouse Fellowship in Education Privacy and Data Security Law and Policy will offer a recent law school graduate the fellowship opportunity to work full time for one year with the Clearinghouse on cutting-edge issues in privacy and data security law and policy related to personally identifiable information and primarily education data records. The focus areas of the fellowship will be determined as needed, but the Clearinghouse anticipates the focus to be on tracking and analyzing federal and state education privacy and data security legislation and its impact on the Clearinghouse's services and product initiatives pertaining to the use of data; negotiating and drafting contracts related to Clearinghouse services and products; collaborating with internal business owners and technology professionals on the development of enhancements and new products and services to ensure they are compliant with privacy and security regulations, contractual limitations and industry best practices in the areas of privacy and data security; and providing counsel to the Clearinghouse on matters relating to the above and other general legal matters as may be necessary. Key to each of the responsibilities will be ensuring the protection of personally identifiable information and the proprietary data and intellectual property of the Clearinghouse.Position Responsibilities:* Ensuring best practices in the areas of privacy and data security in the drafting and negotiation of various agreements with customers, partners, vendors, and consultants;* Continuing to develop and enhance our privacy and data security practices throughout the organization through processes, policies, and procedures that ensure compliance with law, regulation, and contractual commitments while facilitating the attainment of corporate goals and objectives;* Monitoring state and federal legislative developments in the areas of education privacy and data security and education and compliance reporting;* Counseling internal business customers on the legal landscape surrounding potential business initiatives or opportunities;* Providing legal advice to management;* Attending hearings, conferences and workshops as a representative of the Clearinghouse;* Working in a team to prepare and present advocacy materials to stakeholders on issues relevant to the interests of the Clearinghouse.Position may be required to perform other duties as required.Minimum Qualifications:* Law school graduate from the class of 2017 or prior year with a Juris Doctorate degree from a top tier ABA-accredited law school.* Strong academic performance in law school.* Admission or pending admission to at least one state bar with Virginia reciprocity. Must have, or be able to obtain without delay, Virginia bar admission or corporate counsel registration.* Excellent written and verbal communication skills.* Demonstrated comfort with technology.* Competence with Microsoft Word and Excel and willingness to learn new applications.* Strong attention to detail.* Demonstrated ability to complete work with minimal supervision. * Live within a commutable distance of Herndon, VA.Desired Qualifications:* Demonstrated interest in and familiarity with data privacy law (such as FERPA, GLB, GDPR).* Familiarity with regulatory law and current issues in education.Physical Requirements:* Use of a computer terminal and/or laptop computer for 8 or more hours a day.* Use of a copy machine, fax machine, and telephone.* Frequently required to sit for 7 or more hours per day.* Vision abilities include close vision and the ability to adjust focus.* The employee is occasionally required to use hands and fingers to operate, handle, and reach.* Travel via car and airplane when needed (less than 10%).
