Program Analyst, Audit
Overview:Despite pervasive connectivity in most urban areas in the United States, as of January 2015 the FCC estimated that nearly 55 million Americans across the country had no access to broadband services. USAC administers the $10 billion Universal Service Fund, which the FCC created to address serious gaps in needed coverage. We deliver funds through four programs (E-rate, Lifeline, Rural Healthcare and High Cost), to people and places who need it most - rural, hard-to-reach communities, low income households and schools and libraries who need access to facilitate learning. We seek an experienced, dynamic and collaborative professional to serve as a Program Analyst, Audit within our High Cost team to focus on promoting compliance with the FCC's rules, including the Connect America Fund Order and other regulatory changes. Reporting to the Supervisor of Program Management you will assist with addressing inquiries from carriers, internal and external audit teams as well as assist in addressing audit appeals. This is an outstanding career opportunity for an individual interested in a genuine professional challenge in support of a public-spirited mission.Responsibilities:Working in a creative and fast-paced environment, the Program Analyst, Audit will perform data analysis, compliance reviews and reporting to address carrier compliance with FCC rules and regulations. Among others, your responsibilities will include the following:Assisting in the development of compliance review procedures and implementation of data validations to address carrier compliance with FCC rules and regulationsAssisting with data collection updates due to changing regulatory requirementsDeveloping responses to High Cost audit and PQA appeals by analyzing the validity and basis for the findings being disputed, developing clear workpapers to document the analysis, and drafting appeal decision lettersSupporting USAC's High Cost stakeholder engagement initiatives by participating in webinars, and serving as a resource to internal/external auditors and carriersDeveloping management responses and recovery status of IAD High Cost audits and PQA findingsCompiling High Cost audit and PQA recovery status for Finance Department reportingOther duties, as assignedAbout YouThe successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the High Cost program.You are passionate about our mission to help Americans gain access to essential communications technologyYou are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quicklyYou have strong interpersonal skills and the ability to work in high-pressure situationsYou have 3 to 4 years of experience performing duties similar to those listed aboveYou have 3 or more years of experience in compliance, developing internal controls, or auditingYou have 3 or more years of experience writing business correspondenceYou have at least 3 years of experience working in a regulated industry such as work in telecommunications, federal or state government, legal, accounting and auditing, or business and consultingYou possess a Bachelor's degree from an accredited institution in a related field (preferably Accounting and/or Auditing)The following skills are desired:You have a Certified Public Accountant (CPA) licenseYou have a Certified Information Systems Auditor (CISA) licenseYou have a background in geographic information systems and familiarity with mapping location dataYou have the ability to communicate well, both in writing and verballyYou have experience with public speaking or conducting public training seminars/speaking rolesYou have experience interacting with senior executives and leadership at large organizationsYou have the ability to manage multiple tasks simultaneouslyYou have excellent and proven organizational skillsYou have experience in the telecommunications industry, especially in regulatory complianceYou have experience with major systems implementation projects About USAC:The Universal Service Administrative Company is dedicated to achieving universal service.
