Candidate shall perform assessments, inspections, functional checks and program review support for all indicated systems as well as those systems not indicated but which FSE’s are qualified to support. System inspections shall be performed using onboard Planned Maintenance System (PMS) Maintenance Requirement Cards (MRCs) and/or approved common assessment procedures. The Candidate shall document INSURV discrepancies IAW current documentation program. The Candidate is directly responsible to the onboard MARMC or INSURV Team Leader for any technical concerns, recommendations and documentation.

 

Candidate shall perform classroom training to provide maintenance personnel with real world understanding of operational functions and maintenance procedures for indicated systems as well as those systems not indicated but which FSE’s are qualified to support. FSE’s shall use standard Interactive Electronic Technical Manual (IETM), knowledge gained from lessons learned and, hands-on experience in the fleet to address areas of system troubleshooting and operation not covered during NEC training. The training shall specifically give trainee’s the knowledge and skills necessary to diagnose and correct commonly observed problems. Maintenance topics will include block-level operation, system level and component level troubleshooting, and a hands-on session of diagnostic assessment designed to prepare the maintenance technician to assess real-world casualties providing the students with troubleshooting experience. Normal class size expected: 6-10.

 

The Candidate shall provide liaison support of varying levels by communicating daily to establish processes, conduct business, resolve scheduling and milestone date problems for the various IC/Navigation products and support efforts for MARMC IC Navigation Branch Head and/or Technical Points of Contacts; in accordance with contract paragraph C.3 of the basic contract and this statement of work. 

 

Establish refurbishment requirements from C5RA/TSRA reviews and/or Material Condition Assessments and maintain a Combat Systems Maintenance Plan to include ship availability dates, C5RA schedule dates, systems requiring refurbishment, and repair cost. This plan shall be provided to MARMC Branch Head weekly.

 

Attend various planning meetings as required with port engineer, TYCOM, MARMC, SERMC, ISEA, ship, etc.

 

Candidate shall provide basic logistics support functions as required.

 

The Candidate shall be required to write Technical Assistance Visit Reports (TAVR) and MAF / Debrief reports. Oral debriefings shall be provided to the appropriate ships personnel and MARMC personnel

 

 

  

Education Hands-on and US Navy pertinent schooling and training to meet the minimum qualifications. Where applicable, candidate needs to include NECs will schooling.

Qualifications Resume must meet one of the following requirements:

 

 

1.0 Candidate shall provide personnel to provide troubleshooting, inspection, and assessment support of the following navigation systems: all variants of STC-2/IVCS/MARCOM Telephone Systems, USQ-82 DMS/FODMS/SDMS Network Systems and, AEGIS/LPD17 Class 400HZ Systems. Support includes system installation, operation, maintenance, and connectivity problems including peripheral, interfaced and support systems.

 

1.0.1 Resume(s) must show classroom training for AN/USQ-82 Data Multiplexing System (DMS) and shall demonstrate a minimum of eight (8) years in-depth knowledge troubleshooting, repairing and assessing shipboard IC/Navigation systems.  Technician shall demonstrate a minimum of two (2) years hands-on experience on each of the listed systems.  Experience may be concurrent:

 

    400HZ SYSTEMS: AEGIS CG/DDG CLASS and LPD17 CLASS SHIPS TELEPHONE SYSTEMS: STC-2/IVCS/MARCOM USQ-82 DMS (Digital Multiplexing Network)
 

1.1 Candidate shall provide personnel to provide troubleshooting, inspection, and assessment support of ANNOUNCING/MC/SP PHONES technical support and assistance to correct all variants of WSN-2/5, MK27 GYRO, MITEL, DIGITAL FLUX GATE MAGNETIC COMPASS MV103, USQ-82 DMS , all variants of DRT/DRA, all variants of Synchro Signal Amplifiers (SSA) and Synchro Control Converters (SCC), all variants of 1MC/5MC, all variants of Steering Control Consoles (SCC), and all variants of Underwater Logs. Support includes system installation, operation, maintenance, and connectivity problems including peripheral, interfaced and support systems.

 

1.1.1 Resume(s) must show classroom training for MK-27 Gyro Compass and shall demonstrate a minimum of eight (8) years in-depth knowledge troubleshooting, repairing and assessing shipboard IC/Navigation systems. Technician shall demonstrate a minimum of three (3) years hands-on experience on each of the listed systems.  Experience may be concurrent:

 

    NAVY SHIPBOARD ANNOUNCING SYSTEMS STEERING CONTROL CONSOLES: All Variants. DIGITAL FLUX GATE MAGNETIC COMPASS DEAD RECKONING: All Variants. EM LOGS: MK4 MOD1&2, MK6 MOD 0, 1& 2, DOPPLER LOGS. WSN-2, MK27 GYRO COMPASS
 

1.2 Contractor shall provide personnel to conduct troubleshooting, inspection, and assessment support for WSN-7 RLGN variant system, TELEPHONE/ ANNOUNCING/MC systems, all variants of EM Logs and, all variants of Dead Reckoning Systems. Support includes system installation, operation, maintenance, and connectivity problems including peripheral, interfaced and support systems.

 

1.2.1 Resume(s) must have earned specialized NEC 9612. Resume shall demonstrate a minimum of eight (8) years in-depth knowledge troubleshooting, repairing and assessing shipboard IC/Navigation systems. Technician shall demonstrate a minimum of two (2) years hands-on experience on each of the listed systems.  Experience may be concurrent:

 

-AN/WSN-7(V) RLGN Surface.

Digital Flux Gate Magnetic Compass Systems.

SRC40 Aircraft Inertial Alignment Systems.

WSN-7B (INS) Systems.

WSN-8 EM LOG (DEML) Systems.

DEAD RECKONING: All Variants.

 

1.3 Contractor shall provide personnel to conduct troubleshooting, inspection, and assessment support for NAVSSI Systems, SRC40 Aircraft Inertial Alignment Systems. Support includes system installation, operation, maintenance, and connectivity problems including peripheral, interfaced and support systems.

 

1.3.1 Resume(s) must demonstrate classroom or Depot training for NAVSSI Data Multiplexing System and shall have NAVSSI experience with: software loads, system troubleshooting with external interfaces, configuring and troubleshooting Master Configuration File (MCF), configure and troubleshoot GPS VME Receiver Card (GVRC), configure Layer 3 (L3) switches, and test internal NAVSSI interfaces of shipboard IC/Navigation systems including a minimum of eight (8) years in-depth knowledge troubleshooting, repairing and assessing shipboard IC/Navigation systems.  Technician shall demonstrate a minimum of two (2) years hands-on experience on each of the listed systems:

 

A.NAVSSI Navigation Systems

B. SRC40 Aircraft Inertial Alignment Systems

 

1.4 Contractor shall provide personnel to conduct troubleshooting, inspection, and assessment support for IBNS 9.0 through 9.2 and ECDIS-N, NAVSSI Systems,  NAVCRIT, IBS 5.0 and, GEDMS System.  Support includes system installation, operation, maintenance, and connectivity problems including peripheral, interfaced and support systems.

 

1.4.1 Resume(s) must show classroom training for Integrated Bridge Network System (IBNS), USQ-82 Gigabyte Ethernet Digital Multiplexing Network (GEDMS) for DDG CLASS Ships and NAVSSI demonstrating in-depth knowledge of shipboard IC/Navigation systems including a minimum of six (6) years in-depth knowledge troubleshooting, repairing and assessing shipboard IC/Navigation systems. Technician shall demonstrate a minimum of three (3) years hands-on experience on each of the listed systems.  Experience may be concurrent:

 

IBNS 9.0 through 9.2 and ECDIS-N for DDG Class Ships

B.      NAVSSI

         NAVCRIT (Navy Critical Networks) for CVN CLASS Ships

           IBS 5.0 (Integrated Bridge System) and NDDS for LPD-17 Class Ships

    GEDMS (USQ-82) for DDG Class Ships

 

Candidate will also need to have a current CPR card and passport.
