Provides technical, administrative, and operational leadership to assigned project or tasks.

  

 At this level, the position is typically responsible for managing multiple tasks or a single large project. Technical difficulty/complexity of assigned tasks/projects may also affect level selection.

 

 

In conjunction with (ICW) Chief of Plans and Exercise’s, track requested support requirements with all command, control, communications, computers, and information elements in the theater Army Area of Operations (AO) to include:

any assigned corps or divisions, the United States Army Network Enterprise Technology

Command (NETCOM) and the supported GCC’s J-6.; processes requests for new services and

information systems requirements that support theater Army forces; track the prioritization of

theater Army communications and information systems support in the MCP and the theater

Army’s major subordinate commands; collate information systems requirements in support of

theater Army and joint exercises; analyze theater Army and joint exercise information systems requirements and recommend available assets; participate in MCP orders process by providing C4 planning support and assessing theater Army, higher, lower, supported, and supporting Operational Orders (OPORDs) and Fragmentary Orders (FRAGOs) for command, control, communications, computers, and information impacts; ICW with COR guidance assist in the development of the signal annex of theater Army Operational Plans (OPLAN)s and Contingency Plans (CONPLAN)s (through the MCP Contingency Operations Intelligence Center (COIC) orders manager).

 

 1. Provides technical, administrative, and operational management of assigned project or tasks, including contract and subcontractor management.

 2. Supervises assigned staff, including subordinate supervisors.

 3. Participates in the development of technical project plans, proposals, reports, and task order and administrative reporting.

 4. May also perform high level technical services on assigned tasks.

 5. Conducts planning and provides recommendations to client on task workload.

 6. Attends customer meetings and may serve as primary client liaison.

 7. Interacts with vendors, other agencies, and other client staff on behalf of the client.

 8. Coordinates development of deliverables and products.

 9. Ensures quality assurance of project deliverables.

 10. Maintains current knowledge of relevant technology as assigned.

 11. Participates in special projects as required.

Education 1. Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.

 2. Professional certification (PMP) preferred. Security Plus CE or equivalent IAT certification required.

 

3.  Must have at least 8 years experience within the past 11 years planning and engineering diverse voice and data communication systems into interoperable tactical or strategic networks supporting international exercises, contingencies and operational plans. At least two of these years must have been as a senior exercise lead. Must have experience by providing C4 planning support and assessing theater Army, higher, lower, supported, and supporting OPORDs and FRAGOs for command, control, communications, computers, and information impacts; develop, publish, and distribute the signal annex of theater army OPLANs and CONPLANs.

 

Qualifications 8-10 years of related experience, including supervisory experience.
