This position is located in the Office of the Chief Human Capital Officer (OCHCO). The Office of the Chief Human Capital Officer is responsible for developing and implementing policies and procedures associated with human capital management and the administrative management of the Department. The Chief Human Capital Officer advises the Secretary and senior management on administrative management and human resource matters.

You must meet the following requirements by the closing date of this announcement.
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Supervising a team in the development of policies, systems, and procedures for budgeting and managing funds;
- Providing guidance and oversight of a full range of budgetary functions and duties associated with all phases of the budget process ( e.g. formulation, presentation, and execution);
- Interpreting and applying policies and precedents to assure compliance with all governing laws and regulations; AND
- Providing direction and solutions to managers/official on budget and operating estimates.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
