Directs the administration and operation of the Zoning Evaluation Division which is responsible for the evaluation and processing of all zoning applications. Provides leadership and oversight to a division of approximately 43 people responsible for processing over 400 rezoning, special exception, special permit and variance applications per year.
  • Establishes priorities;
  • Sets and maintains quality standards;
  • Ensures established deadlines are met;
  • Negotiates all aspects of zoning requests;
  • Coordinates with other departments and agencies on issue identification and resolution of development impacts;
  • Presents applications and staff recommendations to the Planning Commission, the Board of Supervisors and the Board of Zoning Appeals;
  • Ensures accurate and consistent application of county policies and regulations. Strives for continuous improvements and efficiencies in the processing and review of development applications;
  • Issues written interpretations of previously approved zonings;
  • Represents the division on various teams and special projects and is a member of the department's internal management team;
  • Works with county boards, authorities and commissions, task forces and citizen advisory groups on a variety of issues.
Performs other duties as assigned. Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to the following: graduation from college in a planning-related field and six years of increasingly responsible experience within the specific area of assignment - long range planning, short range planning and/ or zoning. At least two years of experience must have been as a supervisor of a major functional area.

The ideal candidate possess the following:
  • Senior level management experience in development review, to include the evaluation of large scale mixed-use development zoning proposals.
  • Experience in negotiating land use issues and proffers.
  • Extensive managerial/supervisory experience of professional and technical staff. Experience interacting with boards, authorities, commissions, task forces and citizen advisory groups, as well as providing expert testimony in court.
  • Strong abilities in written and oral communication.
  • Understanding of and experience with Virginia Planning and Zoning enabling legislation, with working with Zoning Ordinances, in implementing comprehensive plans, and in negotiation of proffers.
  • Background in design-oriented profession is desirable.
  • Ability to develop effective and cooperative working relationships with local officials, other county staff, the public, and applicants.
  • Proven ability in implementing continuous improvement initiatives.
  • Member of the American Institute for Certified Planners.
