Job Type: Full-Time Location: 2100 Washington Blvd., Arlington, VA (Sequoia Plaza) *ART Bus Accessible*, Virginia       Arlington County's Department of Human Services (DHS) is seeking a seasoned financial professional to coordinate the department's annual budget formulation process, serve as Administrative Officer for the DHS Director's Office, and manage recurring financial analysis projects. The employee will manage financial and human resources processes for the Finance & Information Systems and Quality & Administration Divisions which provide finance, information technology, and human resources management for the department including five other divisions which provide direct services to older adults and persons with disabilities, children, families, and adults participating in physical and behavioral healthcare programs as well as citizens utilizing employment, housing and public assistance resources.

The Administrative Officer is part of department-wide matrix of financial management professionals providing analysis and oversight for a variety of complex projects encompassing budget, accounting, procurement and human resources functions. Although the position does not provide direct supervision to staff, it provides ongoing leadership and guidance to the other Administrative Officers to ensure the accurate and timely completion of department-wide budgetary and financial work.

  • Coordinating and monitoring the DHS $140 million annual budget;
  • Overseeing the close out of the fiscal year by managing grant carry-over, accrual and deferral processing and position control (FTE) reconciliations;
  • Analyzing and reporting on the department's expenditures and revenue receipts;
  • Creating, monitoring and reporting on the Director's Office's $10 million budget;
  • Processing and tracking the Director's Office's purchase orders and payables;
  • Coordinating and monitoring the Director's Office's human resources actions;
  • Developing complex financial reports in Microsoft Excel (or similar);
  • Assisting in identifying training needs, and coordinating and delivering training;
  • Interpreting, developing and updating financial policies and procedures; and
  • Collaborating with financial staff to complete audit requests and responses.
The ideal candidate must have the ability to organize and present complex financial information in a clear and concise manner both orally and in writing. The employee will be adept at communicating, leading, and managing other employees in a cross-disciplinary team environment in order to meet organizational goals and outcomes. Advanced Microsoft Excel skills are required in order to perform duties of the position.
 Selection Criteria: Minimum: Bachelor's degree in public/business administration, finance, accounting or related field and considerable progressively responsible experience in program administration or management which included budget development and analysis, fiscal tracking or reconciliation of accounts as well as responsibility for at least one other administrative function such as human resources, procurement, management analysis, program planning, performance management, contracts management or grants management.

Substitution: A Master's degree in Public/Business Administration, Finance, Accounting or a closely related area may substitute for up to one year of experience. Additional qualifying experience may substitute for the education requirement on a year for year basis.

Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Financial and grants management;
  • Complex, integrated Enterprise Resource Planning (ERP) systems;
  • Policy and program analysis and/or program compliance evaluations;
  • Researching and interpreting complex regulatory policies; and/or
  • Managing procurement processes.

 Special Requirements: Pursuant to Section 27-9 of the Arlington County Code, this position requires the completion of the "Statement of Economic Interest (Financial Disclosure)" form upon acceptance of employment and annually thereafter. 
 Additional Information: Work Hours: Monday - Friday between the hours of 8:00 a.m.- 5:00 pm.
