The primary responsibility is to participate in full life-cycle recruiting, including: sourcing, screening, and testing for assigned staff positions throughout the organization. Secondary responsibilities include providing administrative and technical support for the HR training & development programs, as well as providing support and participation in organizing company events, and onboarding and new employee orientation. The specialist works collaboratively with all HR staff members as needed. Essential Functions:Recruiting:* Builds and manages relationships with hiring managers, as well as other internal/external clients to ensure achievement of staffing goals.* Partners with hiring managers to determine staffing needs and develop and implement recruiting plans for assigned positions.* Assists managers in developing position descriptions, assessments, screening materials and selection criteria.* Partners with and supports the HR generalist with senior level recruiting needs, as well as immigration processes, document preparation and posting.* Uses traditional and non-traditional resources to identify and attract quality candidates, such as career fairs, online job fairs, and community network events.* Screens resumes, administers writing screens, conducts telephone interviews, administers assessments, makes recommendations for hire, and delivers employment offers.* Manages the internal transfer process, including: screening, coordination of interviews, and delivery of transfer offers.* Manages relationships with outside vendors, search firms, employment agencies, and advertising venues to support staffing goals.* Communicates important employment information during delivery of employment offers (ie benefits, compensation, etc.).* Ensures compliance with all federal/state laws and regulations related to employment, including reference and background/credit checks.* Manages candidate activity and file retention in Human Capital Management System.* Assists with conducting New Employee Orientation (NEO), including completion of onboarding paperwork and I-9 documentation, as well as partnering with HR colleagues to facilitate NEO.* Prepares and submits reports for the Department of Labor and other state agencies as required.* Assists with company student work program and internship coordination in collaboration with internal departments. Training & Development:* Assists with the administrative processes related to training & development, including but not limited to tracking workshop registrations, participant correspondences, survey distribution, and document distribution.* Partners with and supports the training and development program manager with workshop set up and tear down, as well as providing technical assistance and meeting support.* Assists with the development of workshop presentations and handouts.* Presents at workshops for area of responsibility, as appropriate. Other Responsibilities:* Assists with employee events and other human resources activities.* Manages collection, filing and archiving job descriptions across the organization.* Performs other duties as assigned. Work Environment and Physical Demands:* Primary office located in Charles Town with occasional travel to the Manassas office location, APEI subsidiaries, as well as occasional off-site events. Required Experience:* Bachelor's degree in Human Resources or related field strongly preferred.* Three years exempt-level experience in HR, management, or a training and development role strongly preferred.* Familiar with standard concepts, practices, and procedures within the human resources field (including recruiting, onboarding, benefits, performance management and training).* Human resources certification such as SHRM-CP/SCP or PHR/SPHR, strongly desired.* Advanced skills in MS Word, Excel, and PowerPoint.* Administrative experience preferred.* Strong presentation skills with audiences of varying sizes.
