Engineer III – Watershed Management Operations Division

Salary Range: $62,195 - $103,177

The mission of the Department of Environmental Protection (DEP) is to enhance the quality of life in our community by protecting and improving Montgomery County’s air, water and land in a sustainable way while fostering smart growth, a thriving economy and healthy communities.  DEP is seeking an experienced individual to provide project management, and engineering support and evaluation of stormwater facilities under the responsibility of Montgomery County.  The position resides in the Stormwater Facility Maintenance Program Section of the Division of Watershed Management Operations.

This position supports the implementation of the County’s MS4 permit as it relates to the stormwater facility inspection and maintenance program. Responsibilities of this position include providing project management of capital improvement projects, and engineering support and evaluation of maintenance and repair of stormwater facilities under the responsibility of Montgomery County.  Types of capital improvement projects may include: designing repair, replacement, and retrofit of stormwater ponds and dams, dredging, and slip-lining maintenance projects, and dam safety improvement projects.   Project management responsibilities include oversight of concept development, management of project budget and schedule, design and construction quality control, applying for regulatory permits, and coordinating with other public agencies, engineering consultants, and the public.  Additionally, the successful candidate will provide engineering review of maintenance and repair inspection reports, and formulate the maintenance work orders defining the repairs and/or maintenance required for that stormwater facility. The individual will be expected to provide engineering support to construction inspectors, stormwater inspectors, program manager, senior engineer, or other staff.  

The successful candidate must have the ability to work in a collaborative environment within a large organization with multiple priorities, and have excellent interpersonal and communication skills.  Registration as a Professional Engineer is preferred.

This position requires possession of a valid driver's license and the ability to drive a County vehicle to attend meetings, visit sites for field investigations, conducting surveys, and/or observing or inspecting construction, and performing other work at locations outside the office.

The work involves physical effort such as occasional standing for long periods and/or walking over rough and uneven constructions sites, and occasional stooping, bending, reaching and climbing at construction sites.

Occasional weekend and/or evening work may be required.

MINIMUM QUALIFICATIONS   

This position may be under-filled at the Engineer II level, Grade 22, with a salary range of $54,094 to $89,524.  There is a non-competitive promotional opportunity to an Engineer III.

If Position Filled at the Engineer III, Grade 25 Level:

Experience:  Three (3) years of progressively responsible experience related to the design and construction of stormwater management facilities and contract management.

Education:  Graduation from an accredited college or university with a Bachelor's Degree in Environmental, Civil or Water Resources Engineering, or related field.  Registration as a Professional Engineer may substitute for the degree.

Equivalency: An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

If Position Filled at the Engineer II, Grade 22 Level:

Experience:  One (1) year of experience in the design and construction of stormwater management facilities and contract management.

Education:  Graduation from an accredited college or university with a Bachelor's Degree in Environmental, Civil or Water Resources Engineering, or related field.  Registration as a Professional Engineer may substitute for the degree.

Equivalency: An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
