The position will manage Well and Septic Program operations and regulatory requirements established in State and County law.  This will include providing supervision, direction, and guidance to a group of registered sanitarians in directing the day-to-day activities of the Well and Septic Section of the Land Development Division as well as overseeing programmatic procedures and amendments to maintain required program compliance.

The position will utilize professional expertise for conformance with applicable codes, standards, and regulations and coordinates reviews with other sections of the Department of Permitting Services to ensure regulatory compliance with the construction standards.  The position will ensure that requirements, policies, and procedures are correctly and uniformly interpreted and applied.  The position advises the Division Chief and Director by evaluating State and County legislation and regulations.  The work will be performed under the general supervision of the Division Chief and higher-level departmental managers.

The duties will include managing the review, approval, and inspection of permits for the construction, repair or replacement of individual water supply and sewage disposal systems.  This will also include water table tests, percolation tests, environmental health surveys, and septage hauler permit inspections.  Submitted plans and permits must comply with applicable state and County standards, codes, and applicable laws/procedures.  The position will also be responsible for: developing, disseminating and implementing goals and priorities; working with the Division Chief on budgetary and other administrative matters; discussing with builders, developers, architects, engineers, elected officials, and community/civic leaders the interpretation of regulatory requirements, resolving disputes, and providing necessary liaison; reviewing and discussing plans with applicants regarding code requirements, engineering design, analysis, calculations of proposed construction and construction material, approval of revisions; evaluating structural failure; overseeing the inspection of sites and activities regarding code interpretations and construction methods that vary from approved plans and in emergency situations; coordinating plan reviews and inspections with other Department sections and agencies involved in processing the applications; educating staff and general public on well and septic standards, environmental compliance, proper construction methods, codes and standards and issued policies/procedures related to construction; rendering opinions on design questions that will influence and support the decision of the Division Chief for construction matters; coordinating fast track counter activities relating to well and septic review; testifying at hearings and court sessions; providing advice, guidance, and recommendations designed to elucidate and support Division programs and regulations; monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; and modifying existing programs and creating new programs in response to changes in federal, state, and local laws and regulations and program requirements.

MINIMUM QUALIFICATIONS: 

Experience:  Five (5) years of progressively responsible professional experience in the design, review, inspection and implementation of individual water supply and sewage disposal systems.

Education: Graduation from an accredited college or university with a Bachelor's degree

Equivalency: An equivalent combination of education and experience may be substituted.

Medical:  Selected candidate will be required to successfully complete a Medical History Review prior to appointment.
