This position may be under filled at the Code Enforcement Inspector II level, grade 18. Salary: $44,977 - $74,170 or the Code Enforcement Inspector I level, Grade 17.  Salary: $43,006 - $70,774

The responsibilities of this position include enforcing Chapter 48 of the Montgomery County Code and Maryland Department of the Environment (MDE) permit requirements at the Solid Waste Transfer Station.  Given the wide variety of materials and wastes that arrive at this facility, interpret the permit or regulations to determine the acceptability of certain materials and wastes, and identify and investigate potentially regulated hazardous or radioactive wastes.  Conduct load integrity investigations of solid waste loads and assist other Code Enforcement Inspectors and contractors as needed.  Conduct enforcement activities by spending time out on the facility grounds including but not limited to the tipping floor, Public Unloading Facility (PUF), Household Hazardous Waste (HHW) area, yard waste areas, recycling center drop off areas, scale house, DOT areas, and site entrances and roadways. Prudent time management is essential to maintaining compliance in all specified areas.  The selected employee will conduct routine physical and visual inspections of waste loads brought to County waste disposal facilities to ensure they do not contain unacceptable recyclable materials or other unacceptable waste.  Develop written inspection and investigation reports based on the waste loads inspected. Develop weekly summation of report findings and verify the accuracy and adequacy of inspections, investigations, and documentation provided by the solid waste providers.  Check for solid waste stickers or tags, and as necessary, licenses and proof of residence.  Assist the scale house with checking loads, responding to radiation alarms, and catching customers who fail to cross the scales.  The individual selected for this position will be considered an "Essential Employee."  Essential employees must report to work during a period of general emergency or liberal leave.  EVENING AND WEEKEND HOURS ARE REQUIRED.

This position REQUIRES possession of a valid driver's license from applicant's state of residence, and the ability to drive a County vehicle to observe and/or perform inspections, respond to complaints or other calls for service on the Transfer Station grounds.

MINIMUM QUALIFICATIONS

CODE ENFORCEMENT INSPECTOR III:

Experience:  Four (4) years in code enforcement and/or law enforcement work, including two (2) years of code enforcement work directly related to solid waste or recycling.

Education:  Completion of high school or High School Certificate of completion recognized in the State of Maryland.

Equivalency:  An equivalent combination of education and experience may be substituted.

License:  Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Experience: Three (3) years in code enforcement and/or law enforcement work, including one (1) year of code enforcement work directly related to solid waste or recycling.

Education: Completion of high school or High School Certificate of completion recognized in the State of Maryland.

Equivalency:  An equivalent combination of education and experience may be substituted.

License:  Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

CODE ENFORCEMENT INSPECTOR I:

Experience:  Two (2) years in code enforcement and/or law enforcement work or in work directly related to solid waste or recycling.

Education:  Completion of high school or High School Certificate of completion recognized in the State of Maryland.

Equivalency: An equivalent combination of education and experience may be substituted.

License:  Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
