Arlington County's Department of Human Services (DHS) is seeking a Reimbursement Manager to provide oversight of the medical billing functions for public behavioral and mental health services. This employee is part of the Financial Management Bureau of the Finance and Information Systems Division. DHS is comprised of five operational divisions providing services for older adults and persons with disabilities, child and family services, public and behavioral healthcare programs as well as employment, housing and public assistance. The employee is part of a larger, department-wide Community Services Board collaborative providing mental and behavioral health services to Arlington County residents.

The Reimbursement Manager supervises a team of nine professionals who are responsible for medical billing, service authorizations, provider credentialing and client financial assessments. The ideal candidate will have strong oral and verbal communication skills to relay complex insurance and billing information and lead in a cross-disciplinary team environment; and is knowledgeable of medical billing practices and collections, Medicaid policy for reimbursable services, and electronic health record functionality.

Duties include:
  • Managing third party billing and reimbursement;
  • Providing functional support for the DHS' electronic health record's financial modules
  • Preparing and analyzing revenue reports;
  • Tracking and monitoring receivables;
  • Interpreting local, state and federal regulations;
  • Creating and updating standard operating procedures for medical billing functions;
  • Conducting quality assurance assessments;
  • Training and coaching staff in processes, procedures, and system functionality; and
  • Resolving billing and insurance issues with clients, clinicians and third party payers.

 Selection Criteria: Minimum: Bachelor's degree in public health, health care administration, business or a related field and two years of progressively responsible experience in medical billing practices and collections including Medicaid and 3rd party reimbursement processes.

Substitution: Additional relevant experience may substitute for the education requirement on a year for year basis.

Desirables: Preference may be given to candidates with one or more of the following:
  • Supervising employees in a diverse public sector organization;
  • Managing third party billing and reimbursement;
  • Accounting experience in a large, complex local government or public agency;
  • Certified Professional Biller (CPB);
  • Certified Professional Coder (CPC);
  • Experience designing or developing administrative and accounting systems to implement policies and procedures;
  • Experience developing audit plans and conducting audit reviews for a local government agency.

 Additional Information: Work Hours: Monday - Friday between the hours of 8:00 a.m.- 5:00 pm.
