Performs complex administrative and analytical tasks in support of a contract program.

  

 1. Performs a variety of complex administrative and analytical tasks in support of one or more high profile contract programs.

 2. Develops plans, including budgets and schedules, and monitors tasks to meet contractual/project requirements for assigned program(s).

 3. Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans.

 4. Monitors and reports performance against plans to ensure that contractual, cost, and schedule objectives are met.

 5. Interacts regularly with high-level customers and other industry representatives to ensure conformance to customer requirements.

 6. Performs business development activities.

 7. Provides guidance and work leadership to less-experienced employees, and may have supervisory responsibility.

 8. Serves as a team or task leader.

 9. Participates in special projects as required.

Education Bachelors Degree in Business Administration or a related discipline, or the equivalent combination of education, professional training, or work experience.

Qualifications 10-15 years of related finance or business analysis experience.

  Description: IT Project Manager – SME – (1)
IT Project Manager. The primary responsibility for this position is working with management team, engineering and operational resources.
Working under minimal supervision the selected candidate will work with a technical group on projects from establishing requirements thru to implementation; collaborate with business users to gather requirements; perform current state system analysis; write functional and technical specifications, provide weekly status reports regarding system engineering and integration initiatives, develop and manage a resource loaded schedule. The successful candidate will have proven experience with leading multi-disciplinary integrated project teams and experience leading, directing and managing enterprise IT system development/engineering efforts, tasking, and schedules through work breakdown structure and program planning.
This role requires someone with proven experience leading teams that are charged with implementing cross domain solutions that support requirements of varying complexity in addition to planning and managing the coordinated effort of a team of different stakeholders, information technology, and related technical professionals, to include personnel from different organizations with competing interests (e.g., customer, cross domain governing bodies, hosting facility, and technology provider). 
Qualifications:
• Bachelor’s degree, preferably in Engineering, Computer Science, Management Information Systems, or equivalent work experience
• Demonstrated 13 years of experience and knowledge in managing IT projects
• Ability to monitor the progress of multiple concurrent and highly visible projects and requirements with the ability to recommend or take required corrective actions; skilled at risk identification and management
• Hands-on experience leading and managing enterprise level, multi-disciplinary cross-organizational project teams using Agile project management methodology
• Ability to articulate complex resource and technical issues to a range of audiences; excellent communication skills
• Proven ability to build and maintain constructive relationships among customers, stakeholders, technical teams, and contractors across the Agency & IC
• Extensive ability to communicate (orally and in writing) the most complex technical concepts and project information, tailoring ideas, explanations, and concepts to executive and senior managers.
• Demonstrated experience managing multiple concurrent projects, short deadlines, and competing priorities
• Demonstrated initiative, sound judgment, and ability to work independently and as a team player
• Expert ability to identify programmatic challenges, risks, and constraints coupled with strong ability to convey well thought mitigation strategies. Experience with PMF(project management framework)
Desired Qualifications:
• PMP Certification (strongly desired)
• A broad knowledge of Agency IT components, missions and strategies
• Familiarity with Intelligence Community issues, policies, systems, and working relationships
• Demonstrated ability to examine project successes and failures and make recommendations to improve processes and practices
• Strong analytic ability to evaluate programmatic data, resolve inconsistencies and propose solutions to project issues
• Excellent interpersonal skills, including the ability and willingness to initiate and manage relationships across the Agency
