The National Academy of Sciences, National Academy of Engineering, and National Academy of Medicine work together as the National Academies of Sciences, Engineering, and Medicine to provide independent, objective analysis and advice to the nation and conduct other activities to solve complex problems and inform public policy decisions. The National Academies also encourage education and research, recognize outstanding contributions to knowledge, and increase public understanding in matters of science, engineering, and medicine.

 

The National Academy of Medicine (NAM),established in 1970 as the Institute of Medicine, is the nation’s most trusted independent authority in health, health care, and biomedical science.  Comprised of national and international members elected in recognition of their scientific and leadership contributions, NAM draws on its members and other field leaders with relevant expertise and experience to provide expert counsel to government, to other organizations, and to the nation. NAM also works collaboratively with stakeholders to facilitate and catalyze progress on critical health issues.

 

JOB SUMMARY:

 

The Director is responsible for leading and directing the NAM Office of Health Policy Educational Programs and Fellowships, a program committed to recruiting and building health policy leadership and expertise for the future.  The Director oversees recruitment, training, and placement of fellows in strategically important positions in both the legislative and executive branches of government, as well as in various activities of the National Academies.  The Director is responsible for ensuring the effectiveness of NAM fellows’ contributions in the course of their assignments, and to provide senior counsel and advice for those ongoing relationships. 

 

The Director will have a varied background including deep experience with legislative and/or government service, strong knowledge of and working relationships with health and medicine leaders in Washington DC, a good sense of leadership responsibilities in government service, a proven record of ability to work with senior government officials and representatives in a non-partisan fashion, and relationships with federal offices for the purpose of placing fellows.  S/he will also develop and maintain strong relationships within the National Academies, particularly with Board Directors that may host NAM Fellows.  The Director shall have a good understanding of existing major health- and science-oriented fellowships in the nation’s capital and elements that contribute to the success of those programs.  S/he must be capable of advising and mentoring mid-career and high-level professionals in complex political and policy environments and is adept at public speaking on topics including the current political climate and a wide range of topics in health policy.  

 

The program currently includes oversight of 4 fellowship/scholar programs, 3 staff, and approximately two dozen fellows at any given time.  Active fellowship programs include the following: the Robert Wood Johnson Foundation Health Policy Fellows; the National Academy of Medicine Fellows; the Food and Drug Administration Tobacco Regulatory Science Fellows; and the American Academy of Nursing, American Nurses Association, and American Nurses Foundation Distinguished Nurse Scholar-in-Residence.  Additional programs/fellowships are in development and may be added to the portfolio.

 

Administrative responsibilities include financial management, resource allocation, and staff planning and management, and accountability for the overall performance, results, and financial stability of the office.  The Director has authority to design, interpret, and implement management policies and operating practices, within the policies and procedures of the National Academy of Medicine.

 

Additional responsibilities include but are not limited to:

 

  • Train and develop employees to successfully perform their responsibilities and encourage development of staff for future roles.  Initiate personnel actions and conduct performance reviews.  Interpret and ensure consistent application of organizational policies.
  • Provide overall direction to 4 fellowship/scholar programs, maintaining the visibility and standing of the fellowships in the Washington, DC health policy community, and serve as a resource and mentor to the current fellows, scholars, and alumni.
  • Work with the staff to develop, design, plan, deliver, and evaluate orientation programs.
  • Serve as a link to resources and people in DC, and connects the fellows across the National Academies.
  • Visit to recruitment sites and execute planning, marketing, and outreach strategies.
  • Oversee the recruitment of new candidates, and serve as the primary responsible staff to interact with Advisory Boards and Selection Committees.
  • Guide and support the fellows during the negotiation and selection of their placements.
  • Guide and support the fellows’ re-entry strategy during their transition period after the fellowship.

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: 

 

Must have a strong command of health policy development at the federal level and be able to work in maintaining a non-partisan standing.  Ability to serve as a resource to others in the resolution of complex problems and issues.  Ability to operate with substantial latitude for judgement and action.  Ability to negotiate funding.  Ability to train and develop staff.  Ability to work successfully in a team environment and to form and maintain effective teams.  Experience working in complex environments with a high degree of organizational effectiveness.  Ability to develop relationships with co-workers and employees in other National Academies through effective communication.  Excellent communication skills with a proven ability to lead and interact with all levels of employees and stakeholders.
