NPPD leads the national effort to protect and enhance the resilience of the Nation's physical and cyber infrastructure. Within NPPD, CS&C is responsible for helping the civilian government and the private sector better manage their cybersecurity and communications risk.

This announcement is issued under the Direct Hire Authority (DHA) to recruit for positions for which there is a critical hiring need. Selectee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one year probationary period.

  • To qualify at the grade GS-13, you must have IT-related experience demonstrating each of the four competencies that includes 1) reviewing IT programs to assess overall compliance with IT plans and policies and alignment with business requirements (Attention to Detail); 2) interpreting and implementing IT security policies and strategies governing the operation of information systems and networks (Customer Service); 3) modifying IT plans and policies to respond to changes in the organization's business requirements and processes or changes in legislation or regulatory requirements (Problem Solving); and 4) providing advice concerning improving cyber security and IT risk management (Oral Communication). In addition, you must have at least one year of full-time specialized experience comparable in scope and responsibility to at least the GS-12 level in the Federal Service (obtained in either the public or private sector) developing and coordinating activities to protect IT systems, services, and capabilities.

    To qualify at the grade GS-14, you must have IT-related experience demonstrating each of the four competencies that includes 1) applying IT security principles, concepts, methods, standards and practices to develop and interpret policies and strategies governing the operation of information systems and networks (Attention to Detail); 2) interpreting and implementing IT security policies and strategies governing the operation of information systems and networks (Customer Service); 3) modifying IT plans and policies to respond to changes in the organization's business requirements and processes or changes in legislation or regulatory requirements (Problem Solving); and 4) recommending best practices, plans and policies to improve cybersecurity incident response (Oral Communication). In addition, you must have at least one year of full-time specialized experience comparable in scope and responsibility to at least the GS-13 level in the Federal Service (obtained in either the public or private sector) providing expert advice concerning improving cyber security and IT risk management developing and coordinating activities to protect IT systems, services, and capabilities.

    DUTIES:

    • Conduct systems security evaluations, audits, and reviews; participate in network and systems design to ensure implementation of appropriate systems security policies.
    • Identify need for changes based on new security technologies or threats; review proposed new systems, networks, and software designs for potential security risks; and develop long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
    • Consult with customers to evaluate functional requirements; coordinate with systems architects and developers to provide oversight in the development of IT design solutions.
    • Collaborate with organizational managers to support organizational objectives: identify IT security program implications of new technologies or upgrades.
    • Participate in defining IT security requirements.
