Director, Transportation & Infrastructure
AFPM is the premier trade association for the refining and petrochemical industry, representing more than 90 percent of our nation's fuel and petrochemical manufacturers. The association is headquartered in Washington, D.C. in the heart of the K Street corridor.
AFPM is searching for a Director in its Regulatory Affairs Department. The successful candidate’s primary role will be to assist in the oversight and coordination of Association policy on regulatory matters related to transportation and infrastructure policy. This is a full-time exempt position reporting to the Vice President, Regulatory Affairs.
The Director, Transportation and Infrastructure will play a key role in assisting the Vice President of Regulatory Affairs in the formulation and implementation of the refining and petrochemical industries’ transportation and infrastructure missions, including the development of Association policy on Congressional legislation and regulatory matters. The Director will work closely with the AFPM Government Relations Department in managing legislative and regulatory issues affecting the AFPM membership. The incumbent will also work with the Advocacy team in increasing the effectiveness and visibility of AFPM with the Executive Branch on key regulatory matters affecting the refining and petrochemical sectors.
- Assist in the planning and implementation of regulatory advocacy affecting AFPM members. Develop and maintain relationships with EPA, DOT (including PHMSA and FRA), FERC, OMB and other Executive branch policymakers.
- Lead policy development and formulate regulatory comments on issues relating to the gathering, processing, storing and transportation of oil, natural gas, and the products derived from these critical resources.
- Lead policy development on issues related to transportation and infrastructure including rail, pipelines, trucking, maritime and other issues.
- Perform technical/scientific analysis of EPA, DOT and other rulemakings and Congressional legislation to determine the impacts on AFPM members.
- Monitor Congressional and regulatory activities to identify those most likely to result in legislation or regulation on transportation and infrastructure issues.
- Work with EPA and other Departments and Agencies prior to the proposal of regulations to influence scope, content, and applicability. Write AFPM’s formal comments to proposed rulemakings.
- Identify and make recommendations for advancing analytical initiatives (e.g. technical studies, research, etc.).
- Serve as Secretary to AFPM Transportation and Infrastructure Task Group.
- Other duties as required by the Vice President, Regulatory Affairs
- Bachelor’s degree required
- At least 7 years of experience working with environmental, transportation and energy issues in a related association or industry or regulatory agency
- Experience working with federal agencies such as EPA, DOE, DOT, OMB etc.
- Superior communication skills, evidenced by experience in communicating advocacy positions, including writing regulatory comments and/or testimony
- Ability to effectively work with and through committees to accomplish AFPM goals
- Possess exceptional attention to detail
- Experience in managing and collaborating with team members as well as coordinating with other departments
- Excellent work ethic and an ability to work well independently and in a team environment
- Proficiency with all Microsoft Office programs.
