Program Administration Regional Operations Supervisor (Northern Region Operations)
Virginia Department of Transportation is seeking a qualified professional to lead, direct and coordinate the identification, prioritization, planning, and program development oversight for the regional operations programs. Successful candidate will develop and administer Regional Operations multi-year program and the annual plan that includes operating budget spend, service and investment plans also provide guidance on service and investment delivery methods. Partner with others on funding sources, streams, timing and availability. Work with Operations Division on field input, asset condition, historical expenditure trends, funding availability and regional priorities. Provide oversight, monitoring and guidance to ensure that budget deficits and surpluses are addressed timely and effectively. Oversee stewardship compliance of all Contract Administration responsibilities for the on-call Traffic Engineering professional services contract. Oversee regional invoicing process for all contracts including Statewide Transportation Operations Center contract. Coordinate performance metric tracking with senior management and other regional staff. Coordinate with Project Managers, Contract Administrators and Operations Division staff to ensure that all invoices are processed timely. Assist Regional Operations Director by coordinating the development, implementation and monitoring of the region-wide operations performance management program and operations strategic plan. Provide guidance to regional staff to ensure successful completion of the annual operations spend plan within allocation. Support, inform and track adherence of regional staff to fiscal, administrative and business best practices, standards or departmental directives. Track key performance management indicators for the operations program. Manage and lead special program initiatives and projects. Conduct program audits to identify gaps, opportunities for streamlining and efficiencies. Represent the Region on various committees and task groups. Provide program direction, planning, monitoring and evaluation; fiscal stewardship and human resource management of staff.
