1. Develops computer systems specifications that address business requirements for Foreign Military Sales (FMS) Systems and that fit with customer system architecture standards.  Primary emphasis will be to focus on the On-Line Help for the Defense Security Assistance Management System (DSAMS). 

  2. Analyzes and evaluates existing or proposed systems and designs computer systems to process data.  Strong emphasis on interpersonal skills for Distant Learning Training and documentation of On-Line Help program. 

  3. Analyzes systems and procedures to refine their formulation and converts them to programmable formats.

  4. Writes or updates software specifications.  Familiar with On-Line Help processes and programs.  Able to assist application users with Teir II assistance with FMS systems.  

  5. Prepares and updates documentation for new or existing systems.

  6. Review assigned project(s) and meet as necessary with Project Manager; analysts; and/or other subject matter experts to develop an implementation plan that addresses such areas as: projected development and implementation timelines; level of effort estimates; any required external interfaces; database changes or data conversions; any changes to the system/security configuration; user manual updates; and any user training required.

  7. After receiving approval to proceed; develop both a functional description of the program changes and a detailed design/programming specification to be used by the developers.

  8. Record all work assigned in the automated workflow tool used for software program development; and update as necessary to record progress on assigned tasks.

  9. Also record the results of related coordination tasks; e.g.: (a) hardware; software; and network issues with the Technical Support division; (b) reports and interface issues with the Reports/Interfaces branch; (c) other analysts; (d) the Production Support team; and (e) DBAs. This may require drafting additional documentation to explain configuration; security; interface; and/or database administration changes required to implement the project.

  10. Identify coordination required to implement a project on the proposed timeline; including the development of interface agreements/MOUs with business partners.

  11. Make recommendations on software; hardware; development/production environment changes; or productivity enhancement tools which will contribute to project completion.

  12. Meet with other team members and external business partners to discuss project milestones; unanticipated delays; development environment issues; security changes; database changes; etc.

  13. Perform unit testing of software developed by the development team; document software failures and successes; and provide recommendations on implementation.

  14. Prepare all updates to release notes; user manuals; on-line tools; linked documents; and training materials prior to production software implementation; and participate heavily in the software pre-release process.

  15. React to software problems identified and perform any necessary analysis to resolve the problem.

  16. Respond to questions within assigned area by providing prompt; concise; and authoritative answers; and coordinate with internal and external subject matter experts as required.

  17. Monitors system effectiveness in satisfying user needs.

  18. May provide guidance and work leadership to less-experienced analysts.

  19. Maintains current knowledge of relevant technologies as assigned.

  20. Participates in special projects as required.

   Education Bachelors Degree in a Computer Science or related technical discipline; or the equivalent combination of education; technical certifications or training; or work experience.  Must be capable of attaining CompTIA Security+ certification.

Qualifications 5-8 years of directly related computer systems analysis and/or programming experience.  Must be capable of attaining Security Clearance and CompTIA Security+ certification.

    1. As the analyst may be asked to develop documents for briefings; demonstrations; user training; configuration management; development standards; and/or system accreditation; he/she should possess competence in standard Microsoft Office applications such as Word; Excel and PowerPoint. 2. As SCIP is a web-based application; familiarity with the following products is desired: a. Oracle Database (currently 11g) b. Oracle WebCenter Interaction (WCI); previously known as Plumtree and BEA Aqualogic c. Wikis; blogs; threaded discussion; analytics d. RSA ClearTrust and SecurID tokens e. Java and/or .Net f. Oracle Access Manager (OAM) g. Oracle LDAP The work will normally be performed at customer site during normal business hours; but may require on-call support at other times either at customer site or remotely to address urgent problems.
