Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       NOTE: This announcement includes descriptions for two available Design Engineer positions within the Transportation Engineering and Operations (TE&O) Bureau of the Department of Environmental Services. One position is assigned to the Design section and the other is assigned to the Operations section.

The Engineer assigned to the Design section is responsible for using AutoCAD to develop design plans that include transportation and geometric elements, signage and pavement markings, and maintenance of transportation. The Engineer assigned to the Operations section, is responsible for assessing operational concerns at intersections, along corridors, at schools and with curb spaces to implement safety enhancements.

Both positions will be responsible for assisting in developing, evaluating or maintaining transportation-related polices and standards pertaining to managing urban street operations for pedestrians, transit users, bicyclists, and vehicles; designing and/or reviewing urban safety improvement projects with consideration for ADA and multi-modal transportation requirements; communicating with the public by gathering transportation-related data to investigate and respond to citizen concerns; and developing and delivering presentations to citizen groups, consultants, in-house staff or other agency groups about project recommendations.

Design Engineer Specific Duties:
  • Reviewing site, engineering, and Maintenance of Transportation (MOT) plans for transportation improvements associated with County projects or (re)development projects;
  • Reviewing traffic impact analyses for redevelopment efforts in the County; and
  • Developing plans to include transportation and geometric design elements, signage & pavement markings, and MOT for County projects.

Operations Design Engineer Specific Duties:
  • Developing and reviewing sign and marking plans and MOT plans for County projects associated with redevelopment, utility work, and transit-related projects;
  • Reviewing site plans and working with Arlington Public School officials to provide technical expertise on safety during the planning stages of proposed expansion or development efforts;
  • Coordinating with and providing technical expertise to the Arlington County Police Department on operational and safety concerns;
  • Developing design concepts and providing technical expertise to manage shared curb space and access for all roadway users; and
  • Analyzing data and providing recommendations to the Safe Routes to School, WALKArlington, and Neighborhood Complete Streets programs.

 Selection Criteria: Minimum for both positions: Bachelor's degree in Civil or Transportation Engineering or a related degree, plus extensive years of full-time, professional engineering experience in roadway transportation design, plan review, signage and marking plan development, maintenance of transportation plan development or review, and traffic impact analysis reviews.

In addition to above, the Design Engineer must have at least two years of experience using AutoCAD.

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering or Transportation Engineering may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with one or more of the following:
  • Master's degree in Civil Engineering or Transportation Engineering;
  • Experience in project management;
  • Experience with site plan review and/or permit filings with transportation related issues;
  • Experience with developing and/or reviewing traffic impact analysis;
  • Experience with transportation data collection and site investigations;
  • Experience managing, designing, or implementing multi-modal transportation projects (roadway, bicycle, pedestrian, and transit);
  • Syncho software knowledge/experience;
  • ArcGIS software knowledge/experience; and/or
  • Registration as a Professional Engineer.

 Special Requirements: Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

 Additional Information: This position is part of a broadband, competency based pay program which encompasses a variety of responsibility levels from junior through senior and for which the overall annual salary range is $54,995.20 to $110,593.60. Individuals appointed to positions in this pay program will be appointed at a salary based on their experience and training and the nature of the work assigned. Within pay guidelines, pay program participants are eligible for salary increases based on performance growth in responsibilities and employee development on a yearly basis.

Employees who are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.
