University of Maryland University College (UMUC) seeks an Assistant Vice President, Finance & Administration for the Office of Analytics, Planning, & Technology. Reporting to the Senior Vice President, Analytics, Planning, & Technology, the Assistant Vice President (AVP) will provide oversight and direction for the business operations (e.g., budget, finance, procurement, and human resource activities) within the Office of Analytics, Planning, & Technology (APT). The AVP will also ensure compliance with the State of Maryland, the University System of Maryland (USM), and UMUC policies, procedures, and regulations. This includes those regulations relating to the execution of fiscal transactions and the business activities of APT.

Specific responsibilities include:

  • Preparing and disseminating financial reporting information and key metrics to APT leadership team relating to resource planning, position control, contract compliance, and the like on a periodic basis
  • Supervising the monitoring of vendor contracts to ensure that the full value of the relationships are realized and aligned with the business objectives within APT
  • Ensuring that deliverables for contactor-provided services meet/improve SLAs
  • Managing the renewal of service and maintenance contracts as well as licensing to ensure compliance with license agreements, enforce service and support for hardware and software resources, while avoiding reinstatement penalties
  • Preparing the operating budget for all APT organizations and reporting monthly on variances between budget and actual expenditures; forecasting YE spend; and advising the SVP on any outliers as appropriate
  • Overseeing the receiving, and property identification of APT assets while maintaining an auditable chain of custody/location of assets
  • Supervising the investment account projects to ensure that projects remain within scope & budget and that the full benefit of invested dollars is realized
  • Managing the university-wide wireless telecommunications devices program
  • Supervising and developing a staff
  • Leading any audit-related activities/responsibilities surrounding IT and any other USM/State of Maryland audit processes within APT
  • Other job-related duties as assigned

Required education and experience: An earned Bachelor's degree from a regionally accredited institution of higher learning; at least 7 - 10 years of experience in budget planning, reporting, and administration including at least three (3) years of experience supervising staff; and both a comfort level and an interest in reading, interpreting, and negotiating sometimes complicated contractual agreements.

Preferred education & experience: An earned Masters of Business Administration from a regionally accredited institution of higher learning; strong written and verbal communication skills; ability to work independently and as a team; as well as the ability to multitask with ease.
