**Position requires an in-scope TS/SCI clearance.**

 

Provide technical engineering support to include:

a. Update, semi-annually, the Infrastructure Roadmap in theformat specified in the IRB Operating Instruction. Facilitate and prepare the VRR, JRR, and IRB Briefings. Provide updated VFA/FCI Assessments, Project Summary Charts, Health and Status Charts, Requirements Analysis, Requirements Fishbones, and the Summary Roadmap Chart. Preparatory assessments, meetings, briefmgs, presentations and management reviews may be required to include coordination and review of O&M contractor ACA Assessments, RCM Assessments, Maximo CMMS data and reports, and sustainment recommendations. Conduct tactical and strategic analysis and studies on critical assets and infrastructure. The contractor shall also perfonn and deliver geotechnical reports, site surveys, environmental impact statements, legal boundary/topographic surveys and Rough Order of Magnitude (ROM) cost estimates bi-armually to develop the OSL Infrastructure Roadmap. Provide options to meet mission and goals and make recommendations.

b. Suppott Systems Engineering Process Updates providing advice, coordination and documentation. Assess and coordinate O&M contractor Engineering Change Request (ECRs) prior to CCB.
c. Provide project management support for sustainment, new systems, construction, and infrastructure modification and/or upgrade projects. Provide scheduling oversight as required on complex construction projects. Provide operational readiness reviews and recommendations for transitioning new systems to operational use. Includes review of documentation updates such as ICDs, capability documents and other deliverables to ensure accuracy.
d. The contractor shall provide professional engineering advisory services as well as traditional Architecture and Engineering (A&E) design services to support adequate planning necessary for input to the OSL Infrastructure Review Board (IRB) process.
e. Review and provide feedback on Integrated Schedules.
f. Coordinate with the DO to provide support for technical issues anomalies involving infrastructure or equipment. Recommend and document the requirement verification effort for each mission. Review open paper and provide assessment prior to mission readiness milestones. 

g. Assess and make recommendations on the availability and suitably of technical data from contractor systems including CMMS or CM systems.
h. Prepare and update documentation, databases, briefings, and attend Infrastructure Meetings with MS&O to include Enterprise Facilities System Board (EFSB), Construction Review and Coordination (CRC), Consolidated Facility Project List (CFPL), Change Management Board (CMB), PMR, and Quarterly Project Review (QPR).

i. Support the coordination with MS&O for the planning, programming, and budgeting of all infrastructure projects. This also includes support to the Strategic Facilities Master Plan.

j. Support assessment of Host Base Readiness to support mission requirements. Assess impacts of Host Base Infrastructure projects.
k. Review O&M contractor CMMS data to ensure resolution of non-conformances, anomalies, and safety deficiencies.

l. Support Mission Integration efforts that require engineering review, assessment, or verification of requirements. Provide professional engineering support and technical assessments, alternative solutions and recommendations to support anomaly resolutions that affect mission requirements on infrastructure and systems.

m. Coordinate risk process and document identified risks, prioritize and manage their mitigation through closures at monthly board.
n. Support System Engineering Integration Forum and Systems Engineering tag-up with the O&M contractor. The contractor shall prepare and deliver draft performance specifications, project requirements documents and supporting documents bi-annually for projects approved at the OSL Infrastructure Review Board which are to be executed on the MS&O A&E Basic Ordering Agreement or other A&E/Construction contract vehicle.

o. Facilitate and monitor project status, adjudicate action items, identify and communicate new systems requirements, de-conflict priorities and coordinate project execution timelines to support mission schedules.
p. Conduct technical assessments on commercial processing facilities and systems to support COFR Verification.
q. Collaborate with Communications and Mission Operations Directorate/Network Operations Group to facilitate communication and expedite project execution of projects.

 

 

Designs and defines system architecture for new or existing computer systems.

 1. Performs complex systems development and design work that may include logic design, I/O design, firmware development, model formulation, manufacturing and development cost projections, computer architecture analysis and design, and analog or digital systems engineering.

 2. Performs systems modeling, simulation, and analysis.

 3. Plans upgrades of operating systems and designs systems enhancements.

 4. Develops documentation on new or existing systems.

 5. Develops and conducts tests to ensure systems meet documented user requirements.

 6. Identifies, analyzes, and resolves system problems.

 7. Provides system/equipment/specialized training and technical guidance.

 8. Determines system specifications, input/output processes, and working parameters for hardware/software compatibility.

 9. Provides guidance and work leadership to less-experienced systems engineers and may have supervisory responsibility.

 10. May serve as a technical team or task lead.

 11. Serves as liaison with clients, participating in meetings to ensure client needs are met.

 12. Maintains current knowledge of relevant technology as assigned.

 13. Participates in special projects as required.

Education 1. Bachelors Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical training, or work/military experience.

 2. Masters Degree preferred.

Qualifications 10-15 years of related systems engineering experience.
