The Business Analyst supports the Office of Refugee Resettlement (ORR), Division of Unaccompanied Children Operations, in Washington, DC. The Business Analyst will oversee the functionality of ORR’s Portal database system, engage with assigned COR, ISSO, program stakeholders and management on changes or additions to functional requirements, communicate technical requirements with application developers, and monitor the implementation of application changes. Duties include:

    Implement a process for tracking, approving, and managing changes to application functionality ensuring that any proposed changes are within the system’s overall design strategy.Collaborate with management and line staff on potential changes to application functionalityIdentify, prioritize, and document proposed new and updated functional requirementsUnderstand and communicate application technical capabilities and limitations that may impact the implementation of proposed application functionalityTranslate functional requirements into technical requirements and communicate with application developersWork closely with application developers on the implementation of functionality changesProvide periodic reports and presentations to management teamWork effectively with many stakeholders to elicit requirements and/or translating and simplifying requirements.Maintain current knowledge of relevant technologies as assignedParticipate in special projects as required

Education Bachelor’s Degree or higher in Computer Information systems, Computer Science, or other Information Systems related field.

    5-8 years of related experience.Requires MS/MA in Computer Information systems, Computer Science, or other Information Systems related field with no experience, or Bachelor’s Degree in computer Information systems, Computer Science, or other Information Systems related field with 2 years of direct experience overseeing system developmentExcellent analytical skillsKnowledge of software development life cycleKnowledge of the principals, methods, and techniques used in waterfall software developmentKnowledge of Oracle database designKnowledge of agile software development methodologyStrong verbal and written communication skills
