Manages the development and revision of major proposals and supervises assigned staff.

  

 1. Manages all activities involved in the development and revision of large proposals, involving multiple groups/sections/sectors and subcontractors.

  • Lead and manage a proposal development process and drive the proposal response and content contributors, writers, SMEs and reviewers to the proposal outline and schedule and assure that the proposal is compliant, compelling and persuasive in accordance with the solicitation and all referenced documents.
  • Review and understand the solicitation documents (draft, final, Q&A, amendments, etc.) and create / develop key proposal artifacts, such as the necessary templates and outlines to assist writers in developing appropriate content and compliant responses.
  • Establish and maintain the schedule for development, reviewing, and producing all proposal products based on the submission due date and requirements.
  • Ensure all proposal sections / volumes agree, use consistent language and can be read as "one-voice" throughout all submitted documents.
  • Lead the oral presentation preparation, both documentation and speakers.
  • Lead the proposal kickoff meeting, ensuring that the proposal outline and schedule are distributed, issues are addressed, and writers are assigned
  • Incorporate and format written responses into a formal review documents for each level of review.
  • Track schedule and progress to ensure all deadlines are met.
  • Incorporate win themes and strategies into the appropriate sections of the response.
  • Write original text for such activities as Executive Summaries, company qualifications / capabilities, past performance, resumes and other marketing-related materials.
  • Assist the content contributors to write introductory paragraphs that lead evaluators through the relevant sections in a concise manner.
  • Take data / information developed by subject matter experts to refine and incorporate it into the proposal text in a compliant, comprehensive and legible manner. For example, conduct fact finding interviews and work closely with subject matter experts to ensure development of a coherent response.
  • Edit or rewrite sections of proposal content to ensure readability and compliance, without distorting the author's original intent.
2. Supervises assigned Proposals staff.

 3. Thoroughly reviews Request for Proposals to develop Proposal Plan.

 4. Responsible for implementation of the capture/win strategy.

 5. Coordinates proposal reviews with management.

 6. Ensures adequate resources are available to support proposal development and production efforts.

 7. Reviews/rewrites proposal inputs and coordinates with technical personnel to ensure accuracy.

 8. Coordinates organization-wide resources to support proposal efforts including purchasing, contracts, facilities, etc.

 9. Ensures proposal compliance with solicitation requirements.

 10. Interacts directly with subcontractors.

 11. Maintains current knowledge of relevant policies, procedures, and practices involved in proposal development.

 12. Participates in special projects as required.

 

The Proposal Manager is primarily responsible for managing the overall development of proposals in response to customer solicitations. The Proposal Manager will serve as the organizational point of contact and will lead proposal development efforts throughout the proposal life cycle, from initiation through production. The Proposal Manager will plan and organize the proposal effort, and interface with management on progress and problems.

Education Bachelors Degree in a related business discipline or the equivalent combination of education, professional training, or work experience.

 

Knowledge of Microsoft Office Suite, MS Project, SharePoint, Visio, and Adobe Acrobat is a plus.

Qualifications 10-12 years of related experience managing proposal efforts in a government contracting environment.

 A minimum of 10-12 years of technical service experience with demonstrated ability to writing proposal responses and related documentation in response to customer solicitations.

Active TS clearance.

Unique/Additional Requirements Graphically oriented to assist assigned authors and subject matter experts in developing graphics that convey the theme or our solution being proposed and working closely with graphic designers to ensure accuracy of illustrations and proposal covers.

Demonstrated ability to follow established policies and procedures and work independently with minimal day-to-day supervision.

Work collaboratively with a multi-disciplinary team from across the Division and teammate organizations.

Willingness and ability to work long hours, weekends and holidays as needed to complete proposals on schedule and meet tight deadlines with professional results.

Ability to multi-task, prioritize and manage complex workload and handle pressure in a fast-paced environment.

Understanding complex concepts and ability to articulate client needs to the proposal team members and internal reviewers.

Proficient with the use of the Internet / Intranet as tools to support bid activities.

Demonstrated strong customer service focus, extreme attention to detail, with strong interpersonal and communication (written / verbal) skills.

Flexibility with accepting conceptual and procedural change.
