The National Academies of Sciences, Engineering, and Medicine is seeking a Board Director for our Nuclear and Radiation Studies Board (NRSB). The NRSB carries out a broad range of scientific and technical studies on radiation health effects, radioactive waste management and remediation, and nuclear security and terrorism to inform policy decision making and increase public understanding of critical nuclear and radiation issues. The NRSB provides this advice through a careful deliberative process utilizing Academies-appointed expert committees composed of the nation’s leading scientists, engineers, and technical professionals.

 

The Board Director is responsible and accountable for the overall intellectual, managerial, and financial leadership of the board, including program development and associated fundraising; financial planning and management; staff planning and management; study planning and management; and establishment and maintenance of productive working relationships with the board’s external customers. This position is also responsible for leadership of the NRSB’s program and staff at the Radiation Effects Research Foundation in Hiroshima, Japan.

 

Applicants must possess a Ph.D. / Sc.D. degree in a field related to the board’s missions or demonstrate equivalent knowledge; have ten years of related professional experience, including five in a supervisory capacity; and have the ability to obtain a personnel security clearance. Preference will be given to applicants who have experience in working in more than one of the board’s mission areas described above; a record of successful program development, including fundraising; and experience in working collaboratively with scientists, engineers, and medical professionals to address complex technical and policy issues in national and international settings.

 

ESSENTIAL JOB DUTIES

 

1. Develops and maintains a balanced, high quality portfolio of projects/programs in consultation with board members. Establishes a vision and working strategy for studies and activities conducted within the board.

 

2. Plans, conducts, and directs work on the board’s programs. Oversees the management of projects, assembles or oversees the assembling of board, committees, and/or study panels, and provides oversight and guidance to the conduct of their work.

 

3. Provides leadership and mentors employees. Trains and develops employees to successfully perform current responsibilities and encourages development of staff for future roles. Forms effective teams and cultivates a work environment that fosters teamwork. Interprets and ensures consistent application of organizational policies. Initiates personnel actions, including performance and compensation reviews and disciplinary actions.

 

4. Maintains communication and productive working relationships with program volunteers. Sets agenda and oversees meeting arrangements. Oversees quality assurance efforts.

 

5. Oversees financial management of the unit. Participates in business planning, conducts status meetings, coordinates logistical issues, and implements planning, scheduling, and procedural changes.

 

6. Responsible for program/project development. Maintains current and develops new relationships with prospective sponsors and other external contacts.

 

7. Responds to requests for studies/projects, negotiating scope of work and budget, and independently develops high-impact programs/projects and negotiates funding with sponsors. Performs fundraising activities. Prepares proposals. Oversees management of contracts.

 

8. Oversees the report process during writing, reports review, and release, if applicable.

 

9. Oversees outreach efforts, including dissemination. Conducts speaking engagements, handles press calls, participates in outside committees, and represents program/board at internal and external meetings.

10. The Board Director has authority to formulate and execute the board’s programs; recruit, hire, and manage board staff; and formulate and manage the board’s budget. The Board Director reports to the Executive Director of the Division on Earth and Life Studies and is a member of the division’s leadership team.

Ability to develop relationships with co-workers and employees in other National Academies’ departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees. Understanding of the National Academies’ mission and culture.
