General Dynamics Health Solusions (GD Health Solutions), part of General Dynamics Information Technology (GDIT) is seeking an Information Technology Manager to support our growth into the State Medicaid market. This position requires knowledge of Medicaid, Health and Human Services systems (such as SACWIS or MMIS) and IT systems associated with call center and enrollment broker services (Case Management, CRM Solutions, Telephony, etc.)

Candidate must be well-versed in SDLC methods and and have prior systems experience on a health or human services program, such as Medicaid, TANF, or SSI. Experience working with the State of Ohio is an advantage.

Job Responsibilities:

The IT Systems Manager will provide management oversight of assigned Health Systems technology projects, including overseeing and directing the development and implementation of health care application solutions to meet requirements. The IT Systems Manager will interface with the client-side project manager, Program Staff, vendors and subcontractors on a regular basis to support a high-performing operations center, maintain good client relations, and resolve any program issues. Further, the IT System Manager will have full responsibility for the IT Transition, Implementation, and Maintenance schedule and budget, and ensure that all IT-related project milestones and requirements are delivered according to plan.

 

Key Responsibilities Include, but are not limited to:

Oversee the full technology and software lifecycle development and implementation program and technical activities to ensure successful project execution and meeting of requirements

    Perform all IT project management functions, including work breakdown and cost estimation, scheduling, monitoring and tracking of technical progress against the defined schedule, budgets, and quality plan/sLead and direct the successful delivery of infrastructure and system design, systems integration, software and product installation/customization services, and ongoing O&M services while ensuring that projects adhere to the approved life cycle work patterns, standards, and procedures for solution deliverySupervise and manage all IT staff assigned to the project, including assigning and directing their activities and exercising corporate reach back for additional resources and or capabilities as neededManage activities of IT vendors and subcontractors supporting delivery of technical, IT, and software solutions for the programIdentify, assess, and recommend additional functional capabilitiesSupport IT, infrastructure, software, and engineering change proposals and additional follow on work as necessaryAssist in the development and implementation of innovative methods that improve program activities, operations, and performanceSupport all corporate and client reporting requirements, including ongoing program reports and regular financial forecastsSupport the Program Manager, Program Staff, and GDIT projects and efforts as neededPerform other duties as assigned by leadership

Education Bachelors Degree in Information Technology or related field from an accredited college or university required; Master's Degree and/or relevant certifications preferred.

Qualifications 10-12 years of related information systems experience, including management experience.

 

At least 7 years of experience in a health or human services-related information technology field required, not less than 4 of which were in an IT Management capacity overseeing all aspects of an organization’s information system;

At least three years experience creating data files and securely sending and receiving files;At least three years experience designing, developing, testing, implementing and maintaining computer software, programs, and databases.Experience working with Customer Relationship management (CRM) systems, including integration with external software, systems, etc. (Telephony, Print Fulfillment, Mobile Applications, Web Sites, etc.).Experience working with and managing systems that are a part of or integrated with State Medicaid Managed Information Systems (MMIS) is preferred
