Develops computer systems specifications that address business requirements and that fit with company/customer system architecture standards.

1. Analyzes and evaluates existing or proposed systems and designs computer systems to process data.

2. Analyzes systems and procedures to refine their formulation and converts them to programmable formats.

3. Writes or updates software specifications.

4. Creates logical data models based on functional requirements.

5. Performs quality assurance review of specifications for internal and external delivery.

6. Troubleshoots and provides technical support and solutions to users.

7. Develops analytical tools for use in the design and redesign of systems.

8. Analyzes detail systems factors; including input and output requirements; information flow; hardware and software requirements; and reliability characteristics.

9. Prepares and updates documentation for new or existing systems.

10. Monitors system effectiveness in satisfying user needs.

11. May provide guidance and work leadership to less-experienced analysts.

12. Maintains current knowledge of relevant technologies as assigned.

13. Participates in special projects as required.


This position supports United States Army Corps of Engineers; Metering Data Management Service (MDMS) Task Order. MDMS is the Army's enterprise system for the collection and analysis of electric; natural gas; steam and water usage data that is electronically reported by advanced meters installed on selected Army facilities and utility distribution points. This system also incorporates various legacy data base systems used to track and report energy consumption and energy conservation efforts within the Army thereby reducing overall system sustainment cost and eliminating the need for redundant data input. Services may include development of new data automation sub systems or automated data transfer capability where necessary to achieve this legacy system integration objective. Key duties under this Task Order include:

' Provide system administrator support for the Army meter data management system including administrator support of the password protected; Army hosted website; Engineering Knowledge On-line (EKO); or current website(s); where the analytical reports shall be posted; available for creation and/or download.

' Provide all necessary labor including programming as required to add data from newly installed meters into the system; detect and report meter equipment problems; add users to the system; provide internet security patches and all other customary functions of a system administrator to include test and configuration management.

' Maintains system documentation

' Develops and monitors policies and standards for allocation related to the use of computing resources.

' May program in an administrative language.

' Develops and implements testing strategies and document results.

' Provides advice and training to end-users.

' Provides guidance and work leadership to less-experienced staff members.

' Maintains current knowledge of relevant technologies as assigned.

' Participates in special projects as required.

Education Bachelors Degree in Computer Science or a related technical discipline; required Qualifications 5-8 years of directly related experience in systems administration and analysis within a DoD environment.

Experience Requirements:

? Must meet the Department of Defense Directive (DoDD) 8570.01 Information Assurance Training; Certification; and Workforce Management and DoD 8570-M Information Assurance Workforce Improvement Program requirements for IAT (Information Assurance Technical) Level 2; OR IASAE (Information Assurance System Architect and Engineer) Level 2.

? Should have a minimum of five years' experience in performing systems administration for projects involving data management systems and software to include data transfer through the internet or other secure systems.

CompTIA Security+ CE certification required

Candidate must be able to obtain or maintain a minimum SECRET level security clearance.
