Supports training and educational programs for Fleet sailors in support of Systems Engineering and Training Analysis services to the Center for Surface Combat Systems (CSCS) in Dahlgren Virginia. Requires 3 years experience in Navy Training Management; training material development and life cycle maintenance with specific experience in reviewing change recommendations against fleet data and reviewing changes against current curricula or systems specifications. Experience with USN Surface Combat Systems Training Materials. Experience with reviewing; updating and evaluating Navy Training corporate database systems. Demonstrated experience in the analyses of change recommendations and determination of impact on system readiness and user functionality pertaining to both USN and FMS issues. Knowledge in releasability and disclosure issues for Foreign Military Sales (FMS) pertaining to training tools and material required.

1. Utilize government furnished materials; perform training analysis of existing and proposed courses and/or revisions thereto. These course revisions are the result of ordnance alterations; ship alterations; and field changes; as well as AEGIS Baseline upgrades to forward fit and backfit ships. Conduct analysis to ensure compliance with existing guidance; and shall provide technical support in the ongoing development of specifications; personnel performance profiles; technical performance standards; and fault isolation procedures.

2. Reviews CeTARS and Standard Training Activity Support System (STASS) files; analyze data; report data; and make recommendations for changes to course schedules based on results of analysis for each CSCS activity.

3. Provide support that will ensure Navy Training Management Databases are current by reviewing; updating; performing Quality Assurance; and establish or delete Course Identification Number (CIN); Course Data Processing (CDP) Code; and Catalog of Navy Training Courses (CANTRAC) entries to support CSCS.

4. Assist in the facilitation of Subject Matter Expert (SME) Workshops conducted for the purpose of identifying and validating job duties and tasks; as well as ascertaining numerous task attributes that are essential for developing learning objectives and curriculum.

5. Develop PQS/Job Qualification Requirements (JQR) for systems with watch station requirements for use and review by the Fleet;validate PQS/JQRs prior to Fleet delivery; and deliver associated technical publications and/or operators' manual(s) if newly developed or unique to the system; if used as a reference or for the development of the PQS/JQR.

6. Provide technical support in the on-going development of Publications Requirements Lists and prepare a distribution profile for each requirement listing developed.

7. Analyze course requirements listings; CSCS Training Schedules; CSCS Technical Manual Reviews; Baseline Technical Manual requirements for all Surface Combatants; and ship homeport locations by baseline or platform. .

8. Provide support in the identification of curriculum for posting to NKO CSCS Community of Practice and defining the usability for each piece of curricula.

9. Maintain liaison with the CSCS Training Directorate; and attend meetings to ensure that the Technical Support Directorate has an input into decisions regarding the distribution of curriculum for publishing to NKO via attending and participating in the staff and planning meetings.

10. Conducts analysis of training requirements and media requirements.

Education 1. Bachelor's Degree (Arts or Sciences) preferred not required or the equivalent combination of education; technical certifications or training; or work/military experience totaling at least 3 years of experience in Navy Training Management; training material development and life cycle maintenance with specific experience in reviewing change recommendations against fleet data and reviewing changes against current curricula or systems specifications. Qualifications 1. Three (3) years of experience with USN Surface Combat Systems Training Materials. Experience with reviewing; updating and evaluating Navy Training corporate database systems.

2. Demonstrated experience in the analyses of change recommendations and determination of impact on system readiness and user functionality pertaining to both USN and FMS issues.

3. Expertise and experience in established training methods; techniques and tools in order to develop and maintain training course and materials; and evaluating training programs.

4. Two (2) years of experience in instructional technology; i.e.; interactive courseware; PC-Simulation; Computer Assisted Instruction; video-tele training and computer-based training to determine best alternative for delivery of training (Desired).

5. Three (3) years of experience working with Department of Defense (DoD) / Navy training programs; utilizing systematic process for training design and development.

6. Knowledge and experience of instructional development experience that includes developing both instructor-led and self-paced training.

7. Desire two (2) years of experience providing blended training system solutions; including blended delivery methods; and logistical solutions.

8. Desire two (2) years of instructional development / analysis experience in the Navy/DoD Training domain.

9. Desire two (2) years of experience utilizing findings and recommendations from comprehensive evaluation studies of Navy training courses; including evaluation of instructor delivery; student achievement; alignment to Fleet requirements; and course curriculum; to develop effective solutions to training gaps with the goal of improved job performance.
