The Sponsor is seeking an IT Program Manager and Scrum Master with knowledge of customer organization to manage business processes and procedures, facilitating requirements gathering, analysis, and allocation of the workload to a team of developers. Must provide support in the full project development life-cycle of software development to include maintaining and tracking the team's deployments. The candidate must act as the liaison between the customers, sponsor PM and development team ensuring accurate information flow between all three groups. The IT Program Manager will be responsible for assisting the PM in assessing, documenting, and tracking new program requirements and follow-on technical exchange meetings. The candidate will provide end-to-end project management support of the software development life cycle. IT Project Manager will work with the program management group, customer, product owners, project integrators and developers to create related documentation, schedules, milestones, and budget to provide status reports to GPM, team, customer, and products owner. Project manager will serves as a liaison between the developers and customers. The team works in a collaborative and agile environment, following Scrum methodologies. The candidate will act as the Scrum Master for the team and assign all incoming requirements accordingly. They must be able to facilitate the sprint planning sessions, retrospectives and lead the daily scrums. The person chosen must be able to work well independently, take initiative, multi-task, and be able to work in a fast paced environment. The candidate is required to have good communication skills, an ability to negotiate between opposing customers and an ability to effectively present information to all levels including senior management.


 At this level, the position is typically responsible for program(s) with annual revenues of $5-10 million.


 At this level, the position is typically responsible for managing 25-50 employees ' both exempt and non-exempt and including one or more subordinate supervisors - working on multiple projects and tasks.


 NOTE ' Position level may also be determined by the scope and complexity of the program, not just revenue and staff amounts.


 1. Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.

 2. Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation.

 3. Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.

 4. Responsible for profitability and revenue growth of assigned program(s).

 5. Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.

 6. Performs business development activities, including the preparation and review of technical and cost proposals.

 7. Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.

 8. Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.

 9. Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.

 10. Prepares and provides various reports and technical reviews to senior management as requested.

 11. Ensures compliance with relevant corporate and government policies and standards.

 12. Participates in special projects as required.

Education 1. Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.

 2. Professional certification (PMP) preferred.

1. Demonstrated on-the-job experience as a program manager responsible for overseeing multiple related projects and integrating essential program management processes
2. Demonstrated on-the-job experience developing and managing program-level documentation and developing executive-level briefings for a varied audience
3. Demonstrated on-the-job experience managing project activities and communications across all project teams using a variety of communication vehicles
4. Demonstrated on-the-job experience managing high visibility enterprise information technologies, teams, and corporate applications
5. Demonstrated on-the-job experience identifying high-impact risks and issues and ensuring they are understood, communicated, and dealt with in a manner that mitigates risk to the program
6. Demonstrated on-the-job experience exhibiting organizational change management, defining roles and responsibilities, communications, compliance, solutions adoption, and training
7. Demonstrated on-the-job experience supporting executive decision-making, reporting program and implementation status, identifying skill gaps, and initiating activities to close the gaps
8. Demonstrated on-the-job experience working in an Agile development environment
9. Demonstrated on-the-job experience composing technical documents including, user manuals, training materials, installation guides, proposals, and reports

1. Professional certification in project or program management
2. Demonstrated on-the-job experience with the sponsor's culture
3. Demonstrated on-the-job experience with domain knowledge of commercial ERP systems, web and portal technologies, enterprise application
4. Demonstrated on-the-job experience with IBPM COTS tool
5. Demonstrated on-the-job experience leading daily scrums
6. Demonstrated on-the-job experience defining and tracking requirements using sponsor tools
7. Demonstrated on-the-job experience developing and maintaining schedules
8. Demonstrated on-the-job experience monitoring the business needs and usage of existing tools and making recommendations for updates as needed to ensure effectiveness with changing stakeholder needs
9. Demonstrated on-the-job experience evaluating and analyzing vendor financial data against Sponsor provided guidelines
10. Demonstrated on-the-job experience with cost reporting and financial data to assist contract teams and business consulting



8-10 years of related experience, including supervisory experience.
