 At this level, the position is typically responsible for managing multiple projects and tasks and supervising more than 25 employees ' both exempt and non-exempt and including two or more subordinate supervisors and managers. Technical difficulty/complexity of assigned tasks/projects may also affect level selection.

  • Provides technical, administrative, and operational management of assigned projects, including contract and subcontractor management.
  • Provides technical, administrative, and operational leadership to assigned projects and tasks.
  • Supervises assigned staff, including subordinate managers.
  • Develops technical project plans, proposals, reports, and task order and administrative reporting.
  • Reviews future project requirements and develops strategies for future work.
  • May also perform high level technical services on assigned tasks.
  • Conducts planning and provides recommendations to client on task workload.
  • Attends customer meetings and serves as primary client liaison.
  • Interacts with vendors, other agencies, and other client staff on behalf of the client.
  • Coordinates development o.f deliverables and products.
  • Ensures quality assurance of project deliverables.
  • Maintains current knowledge of relevant technology as assigned.
  • Participates in special projects as required.
  • Typically oversee all aspects of the project, leading a team on large projects or a significant segment of large and complex projects. 
  • Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project.  
  • Provide applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources. 
  • Commensurate experience and education for the specific level.
Education
  • Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
  • Professional certification (PMP) preferred.
Qualifications
  • 10-12 years of related experience; including supervisory experience.
  • An understanding of Software Development Lifecycle (SDLC) is required.
  • Proven ability to perform on a remote/distributed team.
  • Proven management of software development projects is required.
  • Proven management of a remote/distributed team is desired.
  • Must have working knowledge of the Microsoft Office suite of applications including MS Project, MS Visio
  • Working knowledge of MS Team Foundation Server is preferred
  • An understanding of the Department of Health and Human Services (HHS) Enterprise Performance Life Cycle (EPLC) is highly desired
  • Work experience with Electronic Health Records (EHR) highly desired
  • Knowledge of the VistA electronic health record or Resource Patient Management System (RPMS) preferred.
  • Project Management Professional certification (PMP) required.
  • Familiarity with Agile Methodology desired
  • Certified ScrumMaster a plus.
  • SAFe Certification a plus.
  • Candidate must be able to achieve approval for a clearance of Public Trust Level 5
