The position serves as an Interdisciplinary Engineer which may be filled by one of the following series: General Engineer (0801), Mechanical Engineer (0830), Electrical Engineer (0850), Computer Engineer (0854), Electronics Engineer (0855), Aerospace Engineer (0861) or Naval Architect (0871).

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.


This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur.  There may or may not be actual/projected vacancies at the time you submit your application.  Please read this Public Notice in its entirety prior to submitting your application for consideration.

Vacancies from this announcement may be filled at any of the following grade levels: GS-09, GS-11, GS-12, GS-13.  This announcement may be used to fill  positions in other equivalent pay systems such as Acquisition Demo (i.e., NH, NJ, NK) or Science, Technology, Reinvention Laboratories (Warfare Centers) Demo (i.e., ND, NT, NG).

These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice.  Positions may be filled as permanent with a full-time work schedule.  Pay will vary by geographic location.

Individuals selected for a career-conditional position will be removed from the inventory for positions in the same grade, series and promotion potential from which they were selected. Applicants rated ineligible need to reapply for further consideration.

    Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

    Basic Requirements:

    Applicants must have successfully completed a bachelor's or higher engineering degree from an accredited college or university.  To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry)  in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position OR have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam or Puerto Rico.  Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration; or (II) Written Test: Successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.  The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.  Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. 

    In addition to the basic requirement above, your resume must demonstrate the Minimum Requirement for the grade level listed below:

    GS-09 Requirements:

    Applicants must also possess at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree OR a combination of superior academic achievement and one year of professional engineering experience.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:  researching, interpreting, and carrying out engineering assignments.

    GS-11 Requirements: 

    Applicants must also possess at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR possess three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:  1) researching, interpreting, and carrying out engineering assignments; AND 2) providing technical input on the planning, design, construction, testing, or maintenance of projects.

    GS-12 Requirements: 

    Applicants must also possess at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:  1) researching, interpreting, and carrying out engineering assignments; 2) providing technical input on the planning, design, construction, testing, or maintenance of projects; AND 3) collecting and analyzing engineering data to solve problems, develop reports, and provide recommendations.

    GS-13 Requirements: 

    Applicants must also possess at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:  1) researching, interpreting, and carrying out engineering assignments; 2) providing technical input on the planning, design, construction, testing, or maintenance of projects; 3) collecting and analyzing engineering data to solve problems, develop reports, and provide recommendations; AND 4) prepare, present, and evaluate plans, designs, reports, and correspondence.

    Positions filled from this announcement may or may not be supervisory/managerial.  Positions that are supervisory/managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position.
