Graduation from high school or possession of a high school equivalency certificate (GED). Completion of an applicable journeyman’s class and on-the-job training (acceptable to the Chief Operating Officer, RAIL Service) in electronics, civil engineering, mechanics, physics, mathematics, or related vocational fields. A minimum of five (5) years of progressively responsible experience in the installation, testing, operations, and maintenance of primary and secondary circuits and related power substation equipment, including communications-electronics and electro-mechanical train control equipment.
Or, graduation from high school or possession of a high school equivalency certificate (GED). A minimum of six (6) years of progressively responsible experience in the installation, testing, operations, and maintenance of primary and secondary circuits and related power substation equipment, including communications-electronics and electro-mechanical train control equipment.
Possession of a valid District of Columbia, Maryland, or Virginia vehicle operator’s permit issued from the jurisdiction of residence.
Ability to complete satisfactorily the medical examination for this job. Incumbent must be able to perform the essential functions of this job either with or without reasonable accommodation(s).
This is responsible technical maintenance quasi-supervisory/task direction work of a difficult nature. Incumbent in this job is responsible for monitoring the technical operation of the Authority’s communications-electronics systems, electrical power distribution systems, automatic train control systems, physical plant systems, and rail computer systems and for providing technical guidance in diagnosing and troubleshooting service-affecting problems. Incumbent directs and provides technical work guidance to field crews and field supervisors responding to service-affecting problems, including recommending disciplinary actions and preparing disciplinary related write-ups when required. Incumbent has latitude for independent judgment and action within established guidelines. Incumbent’s performance is measured by the timely accomplishment of maintenance activity task direction, maintenance data management and processing, maintenance administration and timely resolution of potential service interruptions.
Monitors the technical performance of all communications-electronics, power distribution, automatic train control, physical plant, and rail computer systems installed within the Authority, by means of the E&S monitoring system and CRT System Configuration displays.
Analyzes all fault condition data, directs appropriate personnel, and initiates proper corrective action.
Determines actions to restore service by substitution or repair of equipment, facilities, and circuits or component replacements. Dispatches maintenance personnel and specialists to fault locations after determining priorities of service involved; provides repair personnel with specific instructions and, as needed, technical guidance in diagnosing and troubleshooting service-affecting problems.
Maintains constant contact with Systems Maintenance, Plant Maintenance, and Track and Structure personnel at various field sites via radio or telephone to monitor repair status and, when required, provide technical assistance. Ensures that safety procedures are complied with at all times. Acts as liaison between SMNT, PLNT, and TRST field forces and OCC.
Controls the Rail Maintenance radio network and ensures proper operating procedures and discipline are followed at all times.
Directs, coordinates, and monitors all SMNT, PLNT, and TRST corrective maintenance activities that are service affecting.
Monitors and changes as required, the status of the third rail electrical distribution system; determines any necessary redistribution requirements.
Issues work orders, power switching orders, and power outage tags. Directs and monitors support personnel for other departments and contractors working on the RAIL System.
Maintains and updates records and diagrams on major systems and components as prescribed. Prepares systems fault and other reports as prescribed by Authority directives and regulations.
Maintains up-to-date technical knowledge of the operation and maintenance of installed facilities and equipment. Participates in on-the-job training programs as required.
Directs and provides work guidance to field crews and field supervisors responding to service-affecting problems. Recommends disciplinary action when warranted and prepares disciplinary related write-ups.
Works within established procedural guidelines, but is also required to make decisions that affect life, property, and quality of passenger service.
Works variable hours and shifts.
May operate an Authority vehicle as required.
Performs related duties as required.
